1: Parliament was divided (pres wanted negotiate with King / independents had sympathy for radicals in army / but worried where it would lead
2: KING CHARLES
- didnt accept any proposal from any group - didnt want to decrease his power
- the ENGAGEMENT triggered second civil war (presbyterian church)
