A

Active attempt to stop a fleeing vehicle, who clearly exhibits a refusal to stop, or is avoiding apprehension through speed or evasive tactics. A pursuit maybe at any speed.

whenever possible only clearly marked vehicles will be allowed to pursue. If a low profile/MC is the Primary vehicle, the will become the secondary vehicle as soon as practical.

Respond immediately to the dispatch area and assume control. OIC will continuously request updates on attending circumstances, pedestrian/vehicle traffic. Ensure pertinent info is relayed and appropriate notifications is made to other agencies. Continuous eval on the attendant circumstances to weigh to continue and/or continuing to outside jurisdictions.

The Street Supervisor in ALL pursuit situations will?

A

Respond to the vicinity of the pursuit and when necessary, assist in directing the pursuit. If the STS believes the pursuit should not continue, the STS will order the pursuit to be terminated. Upon completion of the pursuit the STS will respond to the location of the stop and provide supervisory guidance.

1) Ordered by a Supervisor. 2) Danger posed, in continuing, to the public, officers, or suspect is greater than apprehension. 3) Suspect ID has been established and apprehension can be done later as long as the suspect’s escape will not jeopardize the public safety. 4) Conditions (ie..weather, traffic, pedestrians). 5) The distance to the fleeing vehicle is so great that further effort is futile.

Inter-Juristiction Pursuits- whenever a pursuit leaves the city limits what occurs…

A

officer notifies disp, 2) OIC must grant approval, 3) disp will notify the outside agency, 4) if primary & secondary are involved in the pursuit, dispatch will inform the agency we are NOT requesting active participation, 5) the pursuit policy of that jurisdiction will apply and they can terminate the pursuit, 6) (RISP) if entry on interstate highway and RISP becomes lead veh, then their policies exist.

A

Disp will ask if the outside agency is requesting an ACTIVE participation of NPD, if so the OIC will determine whether or not to comply and it will be only authorized for pursuit of a suspect involved in a violent crime or life threatening mv violation. A mere notification of the pursuit does not mean a request to assist by NPD.

the officer has reasonable belief there are no innocent occupants inside the veh, and reasonable belief that as result of taking such action the lives of innocent persons will not be endangered, and the officer has clear aim at the suspect in the veh, and a reasonable expectation of hitting the suspect.
