Who has the Authority and Responsibility, along with delegation of authority in the department?
The Chief of Police has authority to execute the required activity of the organizational component through a chain of command to individual personnel. The Chief of Police is assisted by personnel who are delegated authority to perform the duties of their assignments.
Supervisory Accountability are?
by virtue of their position, they will be held accountable to their overall performance and of the employees under their supervision. Accountability includes the use or failure to use delegated authority in accomplishing the responsibilities of their position.
How many supervisors will employees be accountable to? And how many supervisors will be under an organizational component command?
1 Supervisor for employees, 1 supervisor for organizational commands.
What is the department’s rank structure?
Chief of Police, Captain, Lieutenant, Sergeant, Police Officer, Probationary Police Officer. (Det./CPO are considered police officers when referring to rank structure.
What is the departments succession of command?
Chief of Police, Admin Capt, CID Capt., Patrol Capt., OOPS Supervisor, Admin Supervisor, CID Supervisor., COP Supervisor
What is the policy for the incapacitation or other reasons causing the absence of the Chief of police
The succession shall follow the rank structure, and the Chief will designate an acting Chief of Police.
Does a ranking officer appearance on a scene automatically place them in charge of that scene?
No, not unless they assume and announces he/she are taking control.
When personnel from separate units are engaged in an operation who is in command?
the highest ranking supervisor.
If the highest ranking supervisors are of equal rank, but different units, what is the command structure?
a “Unified Command” effort will be employed.
At a crime scene, what is the command structure?
A Patrol Supervisor has command, unless the CID Commander, or designee, may assume command from the Patrol Supervisor. This must be done verbally to the patrol supervisor. The OIC will have command of all police functions unless relieved by a higher ranking officer.
Command orders given by an outside agency who has jurisdiction over NPD.
Orders from that agency will be transmitted through the NPD Officer-in-charge who is on the scene.
Obeying orders given by a supervisor, what are employee’s to do?
employees are required to obey any lawful order of a superior, including any order relayed from a superior by an employee of the same or lesser rank.
If an order conflicts with previous received order or directive…
the subordinate will immediately inform the supervisor who issued the last order, which is in conflict. The supervisor is responsible to retract, modify or reaffirm the order. If the subordinate is confronted with conflicting orders/directives, they will follow the most recent set of instructions and will not be held accountable for the previously issued order.
What is a supervisors span of control?
are of specific areas of assignment over which they have supervisory or command responsibility at all times. Supervisors will not have an excessive number of employees under their control, as general it will not exceed 8.
Organizational Functions: Planning & Budgeting;
staffed by 1 administrator who reports to the Chief. Responsible for fiscal & grant management, and long range planning assigned by the Chief.
