A

The Chief of Police has authority to execute the required activity of the organizational component through a chain of command to individual personnel. The Chief of Police is assisted by personnel who are delegated authority to perform the duties of their assignments.

A

A

A Patrol Supervisor has command, unless the CID Commander, or designee, may assume command from the Patrol Supervisor. This must be done verbally to the patrol supervisor. The OIC will have command of all police functions unless relieved by a higher ranking officer.

A

the subordinate will immediately inform the supervisor who issued the last order, which is in conflict. The supervisor is responsible to retract, modify or reaffirm the order. If the subordinate is confronted with conflicting orders/directives, they will follow the most recent set of instructions and will not be held accountable for the previously issued order.

And to prevent crime, protect life & property, preserve peace, and regulate traffic. UPD consists of 3 Patrol Shifts, CPO Traffic Unit, SRT and ACO. All with separate supervisors commands who report to the Division Commander

A

commanded by a supervisor consisting of CPO’s who will also perform as part-time SRO’s. “Traffic Office” is part of this unit. Supervisor will perform crime analysis, mapping, developing strategies for reporting and clearance rate of crime for both UPD and CID.

A

assigned networking responsibilities, problem solving and pro-acting crime reduction missions for residents, building, social groups and other gov. agencies. SRO will be available to handle conflicts and enforce all Fed,state, and local codes and laws.

A

commanded by a supervisor and staffed by department personnel. SRT is responsible for high risk arrests and search warrants, barricaded suspects and dignitary protection. Also takes a role of Homeland Defense threat assessments for at risk structures. Will also assist the US Coast Guard in the harbor with suspicious vessels.

A

commanded by a supervisor who reports to the Chief. CID functions are responsible for investigations of crime and delinquency committed, recovery of stolen property, preparing cases for prosecution, maintaining a constant watch of ongoing crime trends and employing a proactive measure to reduce crime. CID Consists of General Assignment, Juvenile, and th Admin Investigation Unit (VICE), BCI.

A

ASD is commanded by a supervisor who reports to the Chief. ASD responsible functions are OOPS, Records, Training, and Fleet Management/property services.

A

Staffed by a supervisor and is responsible for prompt & thorough inspections of alleged personnel misconduct in order to exonerate, enforce regulations, increase moral and facilitate prompt and just disciplinary actions. Also responsible for accreditation and policy review.

A

managed by a supervisor who oversees, records clerks, dispatch and its functions, matrons, and computer manager. Supervision of dispatch and matrons while working will be done by the on-duty OIC.
