He marched his army as far as the Moray Firth before returning to winter in Dunfermline.

He realised that compromise was needed with the Scots, Edward is 63 he can’t keep an army in the field much longer and he realised that he won’t conquer Scotland in the same way he conquered Wales

What did the Ordinance for the Government of Scotland drawn up in 1305 outline?
It showed how ‘the land of Scotland’ would be governed and highlighted how Edward was willing to find a role for the defeated leaders of the political community.

10 Scots and 20 of Edwards Councillors.
What were the agreements in the Ordinance?
The chief officers of the State would be Englishmen e.g the lieutenant would be Edward nephew, John of Brittany
The lieutenant would have an advisory council of 21 of the Scottish political community
Council of 21 is to review scottish lows
4 pairs of justices were appointed, each pair consisting of an Englishman and a Scotsman
Most sheriffs were Scots
Throughout the document it consistently refers to ‘the land of Scotland’
What are the problems with this document?
It is limited however Edward may have hoped to try and involve the Comyns to ensure peace.
What does the Ordinance mean?
Scotland is now effectively the NORTH of England.
Why was Bruce not happy?
He had submitted to Edward in 1302, two years before the Comyns and the rest of the political community. he had fought for Edward after 1302. His two sheriffdoms in Ayr and Lanark, had gone to friends of the Comyns. Robert Bruce had fallen out of Edwards favour.
