A previous Pope had granted their marriage a dispensation and the current Pope didn’t want to overrule him and Charles V controlled Rome and the Pope.
Why did Henry and Catherine’s marriage need a dispensation?
In 1503 Pope Julius II granted them a dispensation and they needed this as Catherine was originally married to Arthur but he died before they consummated the marriage so the Pope said it was fine for Henry to marry her after Arthur’s death.
