Why did Henry use nobles who weren’t originally on his side at Bosworth to run the regional councils?

A

He used nobles who weren’t loyal to do this as they wouldn’t be able to cause any trouble as they had been moved away from everyone they knew. The Earl of Surrey was put in control of the North in 1489.
