Scene management and control
- Establish ICS, call for help (HM1)
- Do not rush in, upwind uphill
- Isolate, deny entry, evacuate, shelter in place
- Establish control zones (hot, warm, cold, public)

- Utilize plant manager or employee knowledge
- Gather info for Hazmat Team

- Go vs. no go decision
- Consider consequences of doing nothing
- Consider harm to life, environment, property
- PPE (check ERG)

- Take 2 bikes and stokes from 18

- Send 2 personnel on bikes: “search group” will still use engine designator
