S521- Outside Hospital Security
When inmates injuries or condition necessitates deviation from standard restraint application equipment healthcare staff and officers shall confer on the use of restraint devices
Purpose- To provide for the security and safety needs of inmates transported to and receiving medical care at community hospitals and medical facilities
Inmates requiring emergency health care at hospital or medical facility shall be transferred under escort
Officers assigned to hospital details must maintain control over inmates under their supervision at all times
2 officers shall transport inmate for medical transfer
Medical division will provide officers with paperwork
When ambulance is involved one officer will thoroughly search it and stay with the inmate during transport
Second officer will be assigned to follow in a Department vehicle
Uniform will be Class A or Class B unless other uniform is requested by staff and authorized by the sheriff or designee
Officers are responsible for the following which should be inspected and logged at shift change:
◦ Weapon/ammunition
◦ Hospital bag (logbook, policy s521, post orders, restraints battery charger extra batteries and inventory sheet for bag)
Escort Officers must have: booking sheet, copy of medical or summary, info on classification, behavior etc.
If admitted the officer(s) on duty will:
◦ Secure inmate in assigned room
◦ Call Shift Commander and give information
◦ Contact hospital security
◦ Cooperate with hospital staff in the care and custody of the inmate
◦ Don’t engage in any dispute regarding the condition of an inmate’s custody or officers responsibilities
When inmate is admitted the AS/OPS or designee will determine security staffing requirements
Officer will search room prior to inmate assignment
Officer will remain in room except in case of emergency
Officer will always have a visual and never leave the inmate _____
unattended
Restroom breaks will be provided by other dept. employees
Inmates shall be required to wear leg irons while confined to hospital
If practical one (1) type of restraint should be left on at all times
If medical staff recommends restraint modifications or security changes for medical reasons the Shift Commander shall be contacted first
One officer will be assigned the logbook (if nothing to log then still log every 30mins)
Notify SCSD Ops/Control: report to duty, every hour, when an inmate is moved, when Officer leaves, beginning and end of visits, count times
Notify hospital security when moving the inmate within the facility
Officers and medical staff will escort inmate to and from required locations.
One officer should take hold of the inmate during the process
All movement will be in appropriate restraints
1 officer will stay on operating room until inmate is under then may leave
If local is used officer must stay during whole procedure
If inmate becomes critical or dies notify Shift Commander ASAP
During a hospital visit the visitor must have id and be previously cleared by SCSD (parents, sibling, spouse, grandparent, other with approval)
Inmate visits at hospital only with prior approval of AS/OPS or designee.
Officer shall inspect food
Silverware will be accounted for before and after
Officers will not leave their post unless properly relieved for meals
No food from visitors or meals purchased by officers for inmates
Phone usage is permitted with prior approval from AS/OPS or designee
Discretion should be used
Inmate may not directly place the call
Approved calls will be placed or received by officer
Only legal mail allowed
Inmates in hospital are subject to discipline
When discharged the officer shall notify the shift Commander to arrange pickup.
Tell hospital staff not to notify inmate, no visits, no calls, get discharge summary, inventory equipment.
