That aircraft is operated in accordance to rules of air.
But has final authority of aircraft and can deviate from rules of air in the interest of safety
Pre-flight
Must familiarize himself with all information available for the intended operation
must take into account weather reports and forecasts,
Must take into account fuel requirements and make plan for alternative course of action if initial operation isn’t carried out as planned
