Structure of Part-FCL/Part-Med
Contains:
1. Privelages and responsibilites of the Pilot license /medical license holder
2. Conditions for issuing, maintenance, amendments, revoking, limitations, suspensions of Pilot license /medical license
Part-FCL - Air crew regulation
lays down the rules for pilot and flight engineers license/certificates

Requirements to act as Flight Crew in Europe
**Operate aircraft **within its limitations
excercise good judgement and airmanship
apply aeronnautical knowledge
maintain control of aircraft (ie successful procedure/manoevre)
adopt non tehcnical skills in conjunction with technical skills (threat & risk recognition and management)
Type of licenses
for non-commercial purposes:
* Private pilot license
* Light Aircraft private license
for commerical operation:
* Commercial Pilot License
* Multi crew pilot license
* Airline Transport Private License
Competent authority can
issue, renew, revalidate licenses, ratings & certicates
They may apply limitations or extensions called endorsement

restriction on age 60+
From 60 - 64yrs
cannot fly commercial unless it’s a Multi-crew
From 65 yrs old
Cannot fly commercial even if it’s multi-crew
Up to 70 yrs old
Only Sailplanes and hot air balloon is allowed
Language proficiency
This is an ‘endorsement’ added to pilot license
proves:
* you can communicate in English
* can use radio language in flight

* airplanes, airships, helicopters and power lift aircraft
CPL - General
age:
* min 18 to apply for the license
Can excercise
* privileges of a holder of Lapl and ppl
* Pic or co-pilot of any aircraft engaged in operations other than commercial air transport
* In commercial - single pilot - as PIC
* In commercial - multi pilot - as co pilot
must have
* class or type ratings
CPL - Integrated

50% of hrs flown in PPL are credited up to a max of 40 hrs
5 hrs carried over if done night rating

350 hrs theory
150 hrs flying
- 80 dual instructions (5 of which are instrument on ground)
- 70 hrs as pic
- 20 hrs cross country incl VFR (540 km) + 2 full stop landings at 2 diff aerodrome from departure aerodrome
- 5 hrs night (3 hrs dual and at least 1 hr cross country with 5 solo take offs and 5 solo landings)
- 10 hrs instrument flight (5 of which ground time)
- 5 hrs in a 4 seater variable pitch propellor and rectractable gear

skill test on single or multi-engine aeroplane
CPL - Modular

* 100 hrs as pic ( 20 hrs of which are cross country incl VFR (540 km) + 2 full stop landings at 2 diff aerodrome from departure aerodrome
* 5 hrs night (3 hrs dual and at least 1 hr cross country with 5 solo take offs and 5 solo landings)
* 10 hrs instrument flight (5 of which ground time)
* 6 hrs in MEP if MEP is used in skillset test
MPL - General

Fly as co-pilot in Mutli-engine, multi-pilot turbo powered aeroplace in VFR and IFR
*ATO has specific arrangements with airliners

Part-FCL is split into 3 colours
BOG
B->Blue->Regulation->Hard Law/binding
O->Orange->AMC->soft law (Acceptable means of compliance)->non binding standards that have been adopted to establish compliance with ICAO regulation
G->Green->GM->soft law->General Guidance->non binding explanations, interpretations and instructions on how to implement
Crediting flight time - student
Student pilot’s accumulated solo flights, dual flights and PIC flights are fully accredited towards the issuance of their license or of higher grade license
Crediting flight time - co-pilot
The flight hours of a pilot acting acting as Co-pilot in an aircraft requiring a Co-pilot, are only 50% accredited towards the next higher license.
Crediting flight time - co-pilot (performing pic duties)
The flight hours of a co-pilot performing PIC duties (under supervision of a PIC) are fully accredited towards the next higher license.
