Alexander upset both conservatives who resented loss of influence and liberals who wanted the reform to go further

- Enacted a series conservative measures that some historians called reactionary
1866-81 Reactionary reforms
- Liberal (reforming) ministers in his government replaced w/ conservative ministers who opposed further reform
Third selection ( secret police )
- Less freedom of press and censorship
- After Alexander’s first assassination attempt SC were given greater power to arrest and clamp down on radicals
1870’s prisons
All were full and 150,000 opponents were exiled to siberia
