Purpose of Environmental Sector.

Responsibility of the Special Ops Section designee?
Coordinate activities and assure communications regarding the event to the Incident Commander & Executive Staff of the Department.
Responsibility of the AZ DEQ designee.
Coordinate activities to determine air, water or soil contamination, assure that all environmental issues are identified, and work collectively with other agencies to mitigate conditions affecting public health.
Responsibility of the City of Phoenix Safety designee?
Safety briefing of City employees other than FD personnel.
Responsibility of the Emergency Management Coordinator?
Operation of the City’s Emergency Operations Center (if applicable) and the functions of this Center.
Process for assigning Special Ops Staff in response to an incident.
The severity of the incident dictates whether all members will be required on site, and Special Ops Staff are assigned by Command to notify the appropriate parties.
Purpose of the Environmental Sector action?
Developed to define each member’s responsibilities and the central point of contact, with real-time information updates and joint release of information to the public.
Process for handling incident conclusion according to the procedures.
Members reassemble to generate a joint report regarding all activity involving the incident, ensuring full information sharing among all involved agencies.
What is the significance of the flow chart during HM incidents?
Provides a visual representation of the formal and informal contacts during environmental issues, aiding in the response process.
What factors should a plan for evacuation address?
Command structure, need for evacuation versus in-place sheltering, early notification of PD, identification of the area to be evacuated, required resources, evacuation time frame, shelter sites, duration of the evacuation, re-entry of those evacuated, information about the hazard and evacuation presented to evacuees, follow-up with evacuees upon re-entry, and security of the evacuated area.

Evacuation Sector
How should the area of initial evacuation be identified?
By the Incident Commander, and the Planning Section will re-evaluate the evacuation area and recommend any necessary adjustments. The evacuation boundaries should follow streets and established roadways, with maps utilized and distributed to all officers and agencies involved.
What circumstances can in-place sheltering be considered?
When the hazardous material has a low or moderate level of health risk, the material is dissipating after being released from its container, and leaks can be controlled rapidly before evacuation can be completed.
Three levels of evacuation.
Site evacuation, Intermediate level evacuation, Large-scale evacuation.
Key considerations for the Intermediate Level evacuation?
Involves larger numbers of citizens, affects off-site homes and businesses, may affect fewer than 100 people, longer evacuation completion times, off-site collection sites or shelter areas need to be determined and managed, close coordination with the PD and other agencies required.
How is it recommended to protect the public during an evacuation?
By providing instructions to the affected public, such as the need to stay indoors, shutting down evaporative cooling systems, and closing all doors and windows.
Purpose of the three levels of evacuation.
Outline different resource commitments and procedures for evacuating small numbers of citizens (site evacuation), larger numbers of citizens and/or affecting a larger area (Intermediate level evacuation), and a large or concentrated release of a hazardous substance causing a large-scale evacuation (Large-scale evacuation).
Duration of the evacuation.
Sustained as long as the risk continues in the evacuated area, and caution should be taken when allowing residents to return to their homes.
Responsibilities of the Red Cross in long-term sheltering?
Manage shelters once long-term sheltering is identified, requiring early notification and up to three hours to get adequate personnel, equipment, and supplies to the shelter sites.
Command structure for managing the evacuation according to the standard operating procedures.
Planning Section is responsible for all planning associated with the evacuation, which is communicated to the IC for approval or modification. The actual evacuation process is managed in the Operations Section as an Evacuation Branch or Sector.
How are shelter sites selected and managed during an evacuation?
Must be made by the IC at the time evacuation is ordered, and sites need Sector officers assigned. Some FD resources will need to be committed to the shelters, particularly in the area of initial opening and staffing by a shelter crew, and later for potential emergency medical support and information management.
What should be done if a resident decides not to evacuate during an evacuation?
They should be specifically informed of the risk and, if they still refuse, left to stay. The Evacuation Branch is to be notified and a note of the citizen’s address made for further follow-up.
Responsibilities of the Planning Section in developing an evacuation plan.
In joint cooperation with the Police Department, with other sections playing a supporting role in the Command Organization.
Potential Branches that may be implemented in the evacuation plan?
Evacuation Branch, Transportation Branch, Medical Branch, Haz Mat Branch, Fire Branch, and Geographic Branches.
How are Branch officers directed in completing the plan and objectives?
Receive the plan and objectives from Command and then direct the sectors.
Responsibilities of the Command in the evacuation plan?
Rapidly sizing up the situation, developing the evacuation plan, determining evacuation perimeters, ordering evacuation, providing resources required, establishing police liaison, alerting other appropriate agencies, and expanding the Command organization to meet the incident/evacuation needs.
Responsibilities of the Evacuation Sector.
Monitoring, supporting, and revising the evacuation process, evacuating persons from the greatest danger first, assigning specific areas for evacuation, providing necessary transportation, and determining the need for a unified command structure.
Recommended approach for assigning specific areas to evacuate?
Using the FD map book, either by page numbers or hydrant zone numbers as grids.
Responsibilities outlined for Dispatch and Deployment?
Dispatching appropriate resources, notifying Fire and City officials, support agencies, initiating staff recall, and updating the City telephone switchboard operator and hospitals.
How should the PIO notify the news media?
By establishing the PIO Sector, providing status reports and updates, and coordinating evacuation notices through the news media.
Role of the Media Support.
Informing the incident PIO of the evacuation plan, coordinating with the media to keep them away from hazards, and ensuring accurate evacuation information is provided to the public through the media.
Role of the police liaison in the evacuation process.
Communicating with the Police IC, keeping the PD informed of the evacuation plan and progress, and being assigned to the Planning Section and Evacuation Branch.
Process for evacuating the greatest concentrated areas, such as an apartment complex.
Next, considering individual Sectors for large population occupancies, and terminating the Sector identity as evacuations are completed.
What instructions should be included in face-to-face notification during door-to-door evacuations?
Informing residents of the emergency, danger, the need to leave immediately, the location of the shelter, the recommended evacuation route, and offering transportation if needed.
On-site notification methods for evacuations when door-to-door notification is not feasible.
Using sirens, air horns, PA systems, and utilizing police and fire resources for walk-through or drive-through notifications.
How should evacuees be advised to prepare for evacuation?
Take essential items such as wallet/purse, keys, money, medications, proper clothing, and consider bringing their family pet.
What should be documented and maintained during the evacuation process?
Records of the evacuation process to avoid duplication or missed areas, including documenting the addresses and times of those refusing to leave.
Procedures for the Evacuation Sector.
Using three five-second blasts of the siren, following with standard evacuation instructions over the PA system, using maximum volume on the PA system, proceeding slowly to maximize notification, and initiating notification at the beginning of each block and each 50 yards after that.
How should individual refusals to evacuate be handled?
Individual refusals will be left to fend for themselves, and documentation of the refusal should be done. Methods of persuasion include being in uniform, wearing a helmet, wearing SCBA and facepiece, asking for next of kin and a phone number, and noting and reporting refusals to the Branch Officer by radio.
Responsibilities of the Transportation Branch/Sector.
Obtaining buses and other vehicles for transportation, staging all transportation resources, putting a FF or police officer on each vehicle equipped with a fire or police department radio, and coordinating pick-up points or addresses of citizens needing transportation.
What may need to be set up to provide information for citizens during an evacuation?
An information phone line may need to be set up to provide an information source for citizens with concerns about the incident, including family members affected by the evacuation, medical information for Haz Mat incidents, and general information about the evacuation.
Role of the Emergency Operations Center (EOC) in a significant or major evacuation.
Collects department heads and senior staff from various city departments to support the incident and evacuation operations, providing potential policy direction and maintaining communication with the Planning Section.
What are the responsibilities of the Planning Section’s EOC Liaison Officer during EOC operations?
Obtaining communication links with the EOC, providing status and progress reports to the EOC, acting as the communications link from EOC to Command, and providing direction and policy information from the EOC to Command.
How long does the EOC usually remain in operation during an evacuation?
The EOC usually remains in operation for the duration of the evacuation, including the decommitment and return of evacuees.
Decision-making authority for returning evacuees to their homes during an evacuation.
Sole responsibility of the FD IC, or if the EOC is operating, the decision will be made by the EOC staff, with no other city agency authorized to order the return.
What is the role of the Transportation Sector during the return of evacuees?
Reactivated to organize transportation needs for returning evacuees, jointly developing a return plan with the Planning Section.
Purpose of Information Sector.
Providing media with information on emergency incidents, monitoring media movements for safety, and integrating the Information Sector into the incident management system.

Information Sector
Responsibility of Command regarding the assignment of an Information Sector during an emergency incident?
Assigning an Information Sector on the fireground or any significant incident, relieving Command of direct media interaction and providing standard information to accurately report the emergency.
How does the PIO contribute to the Information Sector?
Reports to Command, establishes an Information Sector if not already established, and may assume sector responsibilities at their discretion.
Radio designation for the Information Section.
‘Public Information Sector.’
General guidelines for individuals assigned to the Information Sector function?
Ensure a timely response, provide the number of units and personnel on-scene, share human interest or safety information, and enhance the story with additional relevant details if possible.
Type of additional information that might enhance a media story.
Highly skilled and trained professionals, an extremely hazardous situation, outstanding job by a person or company, a rescue scenario, and the projected duration of the incident.
Role of the Information Sector.
Assists reporters in their coverage of incidents, emphasizes the importance of accurate information, and provides guidelines for interacting with the media during emergency situations.
Alternatives suggested for handling inquiries from reporters while gathering information at an incident?
Gathering reporters in one place and returning shortly with more information, requesting additional manpower from Command, allowing reporters to take pictures and film footage without interfering with incident operations, providing phone numbers for reaching reporters with deadlines, and confirming next of kin notifications before releasing names of seriously injured or deceased persons.
Role of Certified Fire Journalists (CFJ).
Identified by their green helmets and fire journalist identification, and may be assigned to sectors. They are allowed to gather information and report on the incident, while journalists without proper CFJ identification are required to remain outside the incident perimeter.
How should the Information Sector handle the release of names of seriously injured or deceased persons in interviews or over the radio?
Confirm that next of kin has been notified before releasing names of seriously injured or deceased persons. Notifications are usually handled by police and/or hospitals, and the PIO office should be asked for assistance. Names should not be used until notification of next of kin has been confirmed.
Procedure for handling media tours of the fire damage area following knockdown.
Individual or company assigned to the Information Sector may be required to escort the media on a tour of the fire damage area following knockdown, but this must be cleared with Command.
Recommended approach for interacting with reporters during information gathering at an incident?
Provide the information available at that point, emphasize that it is preliminary, and not to speculate on the cause of the incident. Additionally, efforts should be made to provide accurate information and to encourage interviews with the company officer or crewmember.
What is encouraged for interaction with news media?
Emphasize the importance of providing accurate information to enhance the quality and accuracy of their stories.
How should the Information Sector handle inquiries from reporters that are keeping them from gathering information at an incident?
Gathering reporters in one place and promising to return shortly with more information, requesting additional manpower from Command, or allowing reporters to take pictures and film footage without interfering with incident operations while gathering information.
