Providing strategic information related to FF medical safety, enhancing the Command Team at multiple-casualty WMD incidents, and coordinating specialty hospital care and follow-up care for FFs.
Role of the MSO in coordinating specialty hospital care.
Through Occ Health with Banner Poison Control Center, as well as Health Center follow-up care for FFs.
MSO provides real-time monitoring of FFs.
By modifying work/rest cycles.
How does the MSO assist the Command Team?
Working through the strategic/tactical priorities of rapidly escalating incidents.
Role of the MSO.
Demonstrating basic radio order model protocols, knowledge of the START system through drills and simulation, and deploying to multi-alarms/multi-hazard/WMD incidents.
What equip does the MSO need to have?
Text pager, identification vest/PPE, laptop for on-scene access to medical records, radio/cellular phone, staff vehicle, and associated medical equipment.
How does the MSO contribute to FF wellness?
Decreasing risk factors for FF deaths related to cardiac emergencies, serious heat-related injuries, lost time for industrial injuries, and by quickly identifying trends in civilian or FF illness during suspected mass casualty incidents.
Behavioral outcomes expected from the MSO.
Decreasing risk factors for FF deaths and injuries, quick identification of trends in civilian or FF illness during MCIs, and providing consistent and valuable statistical info for better management decisions and funding opportunities.
Scope of haz mat incidents covered in SOPS.
Fires, spills, transportation accidents, chemical reactions, explosions, and similar events involving hazards like toxicity, flammability, radiological exposure, corrosives, explosives, and chemical reactions.
204.01
Hazardous Materials
Role of Dispatch in handling haz mat incidents?
Gathers info about the incident, including material name, amount and size of containers, problem description, dangerous properties of the materials, and the number of persons injured or exposed.
How does the Vol 2 emphasize the importance of safety precautions (haz mat)?
Use of full protective clothing, SCBA, and special protective clothing, as well as the application of all SOPs on a continuing basis.
Purpose of SOPs for haz mat incidents.
General framework for handling such incidents, emphasizing the need for safety precautions and dispatch protocols, but does not address specific tactics or control measures for particular incidents.
Responsibilities of the Dispatch Center in handling haz mat incidents.
Dispatches appropriate hazardous materials assignment companies and informs units of prevailing wind speed and direction.
Actions of first arriving officer at a haz mat incident?
Establish Command, begin a size-up, and consciously avoid committing to a dangerous situation.
How should Command establish staging for other responding units at a haz mat incident?
Consider establishing Level II staging whenever possible, ensuring staged companies are in a safe location and using reference materials to establish a safe distance for staging.
Define size-up in the context of haz mat incidents.
Making a careful assessment before making a commitment, considering the need for immediate action, and conducting a risk/benefit analysis.
Objective of the size-up in haz mat incidents.
Identify the nature and severity of the immediate problem and to gather sufficient information to formulate a valid action plan.
How should companies and personnel approach evaluating risks in haz mat incidents?
Proceed with caution, avoid premature commitment to potentially hazardous locations, and keep uncommitted companies at a safe distance.
Primary objective in identifying haz mat involved in a situation.
Identify the type of materials involved and the hazards presented before formulating a plan of action.
What factors should be considered when identifying a hazardous area?
Potential danger, materials involved, time of day, wind and weather conditions, location of the incident, and degree of risk to unprotected personnel.
What sources of information can be used to identify haz mat in a situation?
Labels, markers, DOT identification numbers, NFPA diamond or shipping papers, pre-fire plans, personnel at the scene, reference materials carried on apparatus, and assistance from state agencies, fire department specialists, and manufacturers of materials.
Approach to evacuating /rescuing persons in critical danger in a haz mat incident.
Immediate action to evacuate and/or rescue persons in critical danger, if possible, providing for the safety of rescuers first.
Components of the action plan for dealing with haz mat incidents.
Must provide for safety of fire personnel, evacuation if necessary, control of the situation, stabilization of haz mat, and disposal or removal of hazardous material.
2 wo initial zones associated with a haz mat incident scene?
Limited access zone
Evacuation zone.
How does the strategic plan for haz mat incidents address the handling of materials escaping from protective containers?
Methods to control the flow or release, get the hazardous material back into a safe container, neutralize it, allow it to dissipate safely, or coordinate proper disposal.
General policy regarding the response of the Haz Mat Team to situations requiring private contractor clean-up.
Will respond to any situation where a private contractor is required to clean up haz mat.
What should the specific action plan for haz mat incidents identify?
Identify the method of hazard control and the resources necessary to accomplish this goal. It may also involve selecting a method due to resource unavailability or adopting a holding action to wait for needed equipment or supplies.
Describe the Limited Access Zone (LAZ) in haz mat ops.
Area where personnel are at immediate risk from hazardous conditions, controlled by the FD, and access is strictly regulated.
Responsibilities of establishing a safe perimeter around a hazardous area?
Identifying the area with Hazard Zone tape, requesting adequate assistance to maintain the perimeter, and coordinating with the Hazard Sector to determine the required level of protection for personnel.
Define the Evacuation Zone (EZ) in the context of haz mat incidents.
Larger area surrounding the LAZ with a lesser risk to personnel, where civilians would be removed, and the limits are enforced by the PD based on distances and directions established in consultation with Command.
How is the restriction of personnel access into the LAZ managed in haz mat incidents?
Not only for FD personnel but also for others like police, press, employees, tow truck drivers, and ambulance personnel, with Command being responsible for everyone’s safety.
Key responsibilities of Lobby Control Sector in the context of LAZ?
Controlling access, maintaining an awareness of personnel working in the area, and collecting/returning accountability passports of all companies entering/leaving the controlled area.
Responsibility of Command in haz mat incidents.
Safety of all potentially endangered citizens.
What are the hot, warm, and cold zones?
Defined and established to manage the different levels of contamination and risk.
How can non-FD personnel be utilized in haz mat incidents?
Evaluate hazards and perform certain functions within their area of expertise.
Role of FD personnel when non-FD personnel are outfitted with protective equipment.
Closely monitor and/or accompany such personnel for safety.
3 levels of evacuation in haz mat incidents.
Site Evacuation, Intermediate Level Evacuation, and Large Scale Evacuation, each requiring different resource commitments.
What is involved in a Site Evacuation during a haz mat?
Small number of citizens, typically including workers at the site and persons from adjacent occupancies or areas. Holding times are short, generally less than an hour or two.
How does an Intermediate Level Evacuation differ from a Site Evacuation?
Involves larger numbers of citizens and/or affects a larger area, affecting off-site homes/businesses and normally involving fewer than 100 persons. Completion times will be somewhat longer, and collecting, documenting, and controlling the evacuees becomes more difficult.
Characteristics of a Large Scale Evacuation in haz mat?
May involve thousands of citizens and could require evacuees to be out of their homes/businesses for many hours/days. Completion time frames will be extended, and evacuation shelters will need to be located, opened, and managed.
Purpose of SOPs for Haz Mat Evacuation.
Identify the method and resources required to execute a small to large scale evacuation in the event of an incident involving haz mat.
204.01A
Hazardous Materials Evacuation
Describe the time factor considerations in haz mat evacuation.
Sspeed of the developing hazard and the distance between occupancies, dictate the speed and resources required for evacuation.
Factors to consider when evaluating the need for evacuation in haz mat?
Product toxicity, concentrations, length of time exposed, weather conditions, wind direction, distances from the site, evacuation risk to the public, shelter locations, TRx needs, and population concentrations.
