How does the TOC serve its purpose during an emergency situation?
It brings appropriate Command Officers and other staff together at a central location to analyze the emergency situation, determine needed resources, place additional apparatus in service, recall personnel resources, make department policy, prioritize response and resources, and provide personnel to staff the City’s Emergency Operations Center if opened.

Emergency Operations Plan
Describe the process for recalling off-duty personnel.
The Command Staff at the TOC is responsible for deciding to recall off-duty personnel, who may be recalled to stand up additional fire companies and directed to respond to an incident or provide coverage for depleted areas. The ERSO contacts recalled personnel and advises them where to report.
Define the responsibilities of the Strategic Planning (Executive Assistant Fire Chief).
Establishing and maintaining communications with Mayor, Council, and City Management as directed by the Fire Chief, activating personnel assigned to the Safety Unit, assisting the Fire Chief with situation analysis and policy making, coordinating the activities of the Fire Prevention Section, and providing technical assistance and expertise.
How are medical/support services division’s responsibilities defined or Emergency Operations Plan?
Initiating the Logistics Staffing Plan, liaising with healthcare and hospital stakeholder partners, preparing reserve apparatus, staffing warehouse, providing personnel for Rehab and Mass Care functions at major incidents, and providing for the delivery of needed supplies and equipment.

Emergency Power Outage Plan

The Emergency Power Outage Plan may have to be implemented in concert with components of the Emergency Operations Plan and procedures for severe storms.

What factors should be considered when determining actions during a power outage?
Duration of the outage (greater than three hours may require evacuation, less than three hours may involve sheltering in place), PIO and media notifications, FF call back, city coverage, shelters, use of city buses, Red Cross, liaisons, emergency operations center, and city official notifications.

Accountability
What are the accountability responsibilities at the command/strategic level?
Responsible for tracking all crews and sectors/divisions/groups by location and function on a tactical worksheet, knowing who is in charge of each sector/division/group, crews assigned to each, their locations, assignments, and obtaining personal accountability reports (PAR) from Sector Officers/Division/Group Supervisors and crews.
How does the accountability system contribute to FF safety?
Ensuring that all personnel make a strong personal commitment to follow policies and procedures regarding accountability, and by considering air supply when making tactical assignments, including rotation of crews.
Define the accountability responsibilities of Sector Officer/Division/Group Supervisor.
Accounting for those personnel working in their area of responsibility and obtaining personal accountability reports (PAR) from the crews.
Responsibilities of a Company Officer in terms of accountability.
Know the location and activities of each FF, maintain a current PASSPORT and MCT roster, ensure proper helmet company ID and nametags, obtain PARs for their crews, and keep the crew intact with an awareness of their exit air supply.
Responsibilities of an Engineer regarding accountability?
Tracks crews and crewmembers taking handlines, collects passports before entering the hot zone, places passport/pouch on discharge gate, and places hoseline ID tags on each hoseline.
Responsibilities of a FF regarding accountability?
Proper company ID on their helmet, ensure nametag is on passport and roster is updated, stay with their crew at all times, and maintain awareness of their exit air supply.

Immediately update the company passport upon arrival, ensure accurate helmet IDs, SCBA identification markings, work within the incident command system, remain intact as crews, have a radio, and enter, stay, and exit the hot zone together.
