What are the general categories of situations that would cause the activation of the TOC?
One major incident affecting a localized or widespread area, two or more working incidents causing a high demand for resources at different locations, numerous simultaneous incidents causing a peak demand on the entire system, and when determined necessary by the Fire Chief or Executive Staff.
How does the TOC serve its purpose during an emergency situation?
It brings appropriate Command Officers and other staff together at a central location to analyze the emergency situation, determine needed resources, place additional apparatus in service, recall personnel resources, make department policy, prioritize response and resources, and provide personnel to staff the City’s Emergency Operations Center if opened.
What are the immediate tasks and decisions that Command Staff reporting to the TOC are responsible for?
Confirming ERSO readiness, determining the need for additional staffing of the Alarm Room, establishing a liaison at the Incident Command Post(s), determining the need for a TOC Liaison at the Alarm Room, and confirming the opening of resource management.

Emergency Operations Plan
Describe the process for recalling off-duty personnel.
The Command Staff at the TOC is responsible for deciding to recall off-duty personnel, who may be recalled to stand up additional fire companies and directed to respond to an incident or provide coverage for depleted areas. The ERSO contacts recalled personnel and advises them where to report.
Define the responsibilities of the Strategic Planning (Executive Assistant Fire Chief).
Establishing and maintaining communications with Mayor, Council, and City Management as directed by the Fire Chief, activating personnel assigned to the Safety Unit, assisting the Fire Chief with situation analysis and policy making, coordinating the activities of the Fire Prevention Section, and providing technical assistance and expertise.
How are medical/support services division’s responsibilities defined or Emergency Operations Plan?
Initiating the Logistics Staffing Plan, liaising with healthcare and hospital stakeholder partners, preparing reserve apparatus, staffing warehouse, providing personnel for Rehab and Mass Care functions at major incidents, and providing for the delivery of needed supplies and equipment.
Does Vol 2 specify a method for recalling off-duty firefighting personnel?
Yes, the recalling of off-duty firefighting personnel will be accomplished by NXT system and/or telephone contact with the employee, and a list of employees by rank and shift shall be maintained by the ERSO.
Describe the process for determining fire companies and personnel resources to be placed in service.
Activating apparatus, recalling personnel, selecting reporting stations and/or locations for recalled personnel, and making personnel assignments.
Responsibilities of the Urban Services/Training Division under the emergency operations plan.
Using Fire Investigations personnel for major incidents, maintaining a system to call back recruit firefighters, coordinating with Logistics/Fleet Section, and deploying Health Center personnel to assist at incidents.
Responsibilities of the Homeland/HR Division.
Involves communicating with Command and other staff to determine location, coordinating with other City Departments, County, State, and Federal partners, coordinating personnel actions, providing staff to assist with personnel recall, and initiating the Incident Management Team structure.
How does the Technology Division contribute to the emergency operations plan?
By overseeing and administering regional 911 and CAD systems, providing supplemental radios and communication technical equipment, establishing and maintaining communication link with the news media, recalling Public Affairs/Community Involvement staff, and providing appropriate and timely public information.
Direct responsibilities of the Operations Division?
Provide and manage emergency services, direct the placement of additional fire and rescue companies, respond to the emergency scene to analyze the situation, and assume a role on the Command Team as necessary.

Type 1 Emergency Deployment and its impact on response assignments.
Automatically modifies response requirements for all non-EMS incidents, including changing 3-1 response assignments to 2-1-1, First Alarm response assignments to 3-1-1, TRT2 response assignments to TRT1, HAZ2 response assignments to HAZ1, and TRT1 and HAZ1 response assignments to new TRT0 and HAZ0 response assignments.
What are the 3 types of Emergency Deployment, and who determines the appropriate type?
Type 1, Type 2, and Type 3. The Operations Deputy Chief determines the appropriate type and communicates it to AHQ.
Purpose of a Type 2 Emergency Deployment.
Address specific operational issues, including pandemic response and backlogging of the system due to a high volume of calls or inadequate number of response equipment available.
How is a Type 3 Emergency Deployment activated?
By the on-duty Operations Deputy Chief or designee calling off-duty personnel to staff reserve apparatus, requiring coordination between the on-duty Deputy Chief, Fleet Management, and the AHQ as units become available.
Define the process for deactivating an Emergency Deployment.
Deactivated at the direction of the Operations Deputy Chief in conjunction with AHQ for Type 2, and at the direction of the on-duty Operations Deputy Chief in conjunction with the AHQ for Type 3.
What is the commitment of the Auto-Aid System?
Making system-wide coverage decisions in the best interest of all customers and firefighter safety, and to preparing for a potential reduction in available workforce.
Describe the impact of a reduction in workforce.
May have a substantial impact, causing a staffing failure within the system, and to prevent this, all partners must have an emergency plan in place.
Describe the resource guidelines for large scale incidents.
May use 60% of Automatic Aid resources for one incident, 35% for two incidents, and 25% for three incidents, with the remaining resources required to handle routine emergency activity.
