When is a formal AP required
Required:
- over $50M for all years
- over $25M for any fiscal year
- over $10M for R&D
- Any cost-reimbursement type
When is a SASS required?
Recommended for actions not requiring a formal AP. Approved by PM and CO

Who is the approval authority for PEO Services
DAFI 63-138 will give delegation authorities
Acq Plans usually include:
Program/Acquisition Title, background, plan of action, contract type, risks, milestones/schedule, identification of participants
When is an ASP required?
Required when formal AP is required
ASP purpose
Briefing that supports the proposed strategy.
Purpose of Combined AP/ASP
Allows AP & ASP to be approved at the same time, must have all signatures
What is Consolidation?
Combining 2 or more requirements; over $2M approved by HCA ( delegated to SCO)
What is Bundling?
Combining 2 or more SB concerns, which in return will make it unsuitable for a SB award.
Over $8M must be coordinated with SB specialist
Benefits of Consolidation and Bundling
Must be quantifiable benefits (ie. cost savings, price reduction, etc)
Why do we do acquisition planning?
To ensure that the government meets its needs in the most effective and timely manner
Actions that don’t require an Acq Plan?
Delivery orders, mods, actions under SAT, certain simplified procedures
