What are some functions of an ACO?
Conducts Pre-award surveys
Establishes indirect rate agreements or recommendations
Reviews KTR financing vouchers
Provides pre-acceptance quality assurance
Performs acceptance when at origin
Monitors government furnished property
When is secondary delegation appropriate?
when significant portions of effort are subcontracted and performed at another location. Primary ACO delegates authority over performance at that location to an ACO.
When is retention of ACO funcitions appropriate?
For operational contracting and other contracts that are performed on-site
Shall not retain contract administrative functions that are to be performed at the contractor facilities.
When is Suspension of Work used?
for Construction contracts.
What does Suspension of Work allow?
Allows CO to unilaterally suspend for reasonable period. THe KTR entitled to equitable adjustment if CO action results in additional costs and schedule as appropriate (Cost only…not profit or fee)
When are Stop WOrk Orders appropriate?
Supply or sevice Contracts
What does Stop Work Orders allow?
Allows CO to unilaterally stop all or any part of work for up to 90 days.
Can stop work order be extended?
Yes, but bilaterally. KTR tentitled to equitable adjustment if CO action results in additional costs and schedule as appropriate.
What happens within the 90 days of a Stop Work Oder?
Cancel the Stop work order or Terminate
When is Government Delay of Work apporpraite?
For supply and Service Contracts
What is Government Delay of Work allow?
Allows KTR the right to submit an REA in other situations where CO action/inaction causes delay.
What system is used to evaluate contractor performance?
Contractor Performance Assessment Reporting System (CPARS) and it’s used to assess KTRs past performance for future acquisitions.
When should CPARS be completed?
Each year of contract performance.
When is CPARS required?
$5M for systems or Operations
$1M for services
$700K for construction
