Price Analysis
ALWAYS USE; Evaluate the proposed total price
Cost Analysis
Shall be used to evaluate cost elements when CCOPD is required and can perform for “other than certified”
Price Analysis Techniques
Adequate Price Competition
Comparison to historical prices: prior price must be valid, consider factors (qty, time frame, extent of competition, market conditions, similarity)
Comparison with published prices
Comparison to IGE
Comparison to MR for same or similar items
Parametric Analysis
Analysis of other than cost or pricing data provided by the offeror
What is CCOPD
Factual data that a reasonable person would expect to significantly affect the price negotiated
When is CCOPD required
Over $2M
Exceptions to CCOPD
Adequate Price Comp, Prices set by law or regulation, commercial item, cost or pricing data is waived
Examples of CCOPD
Materials, Labor, Indirect Labor, G&A, Overhead, and Profit
What is Other Than CCOPD
Pricing data, cost data, and judgmental information necessary for the CO to determine the price fair and reasonable
Certificate for CCOPD
Certifcate must cite 15.406-2 language exactly; include 2 dates. 1st date - date signed and sent to gov. 2nd date - Date which it was certified current, accurate, and complete (either negotiations completed or agreement of the parties).
Data Sweep
between 2 dates to ensure information is current, accurate, and complete
Pricing threshold
AFLCMC: %25M

Defective Pricing
Contractor did not submit or disclose data that was not current, accurate, or complete
