What is a personal services?
Shall no award personal services contracts. (Government provides day to day supervision)
What is non-personal services?
Not subject to supervision by government. COR and KTR rep communicate performances
WHat is a severable service?
continuing and recurring nature
What is a non-severable service?
single unified outcome that cannot feasibly be subdivided for separate performance
Elements of Severable services
Can be incrementally funded
PoP can cross fiscal years and cannot execeed 12 months
Elements of non-severable services
PoP not limited to 12 months, can cross fiscal years with no restriction
Must be fully funded at time of award (R&D is the only type of funding that can be incrementally funded and be non-severable)

WHat is Advisory and Assistance Services (A&AS)?
Services provided to support or improve: Decision Making Management and Administration Program and or project management R&D activied
WHat shoud A&AS not be?
policy or decision-making or managerial work
Used to bypass or undermine personnel limitations and procedures
Contracted for on a preferential basis to former government employees
Used to aid in influencing or enacting regulation
Used to obrain professional or techinal advice available within an agency

Applies to acquisitions > SAT
Requries performance-based acquisitions
Requires cost, schedule, and performance outcomes that are identifiable and measurable.
AFPEA/CM responsible for management and oversight of all AF services greateer than $100M
What is an SDO
Services Designated Official
What does an SDO do?
Responsible to exercise management and oversight of service acquisitions
What are responsibilities of an SDO?
Ensuring services acquisitions are at least 50% or more performance based
Approving use of non-DoD contract to acquire services greater than the SAT
AP/SASS approval
Initial contract performance review
Annual execution reviews
