Module 3, Objective 4 Flashcards
Understand the regulatory requirements related to the Airport Emergency Plan and the elements of incident command
What two documents should be included in the development of the AEP
Memorandums of Understanding (MOUs)
Memorandums of Agreement (MOAs)
What is the function of the AEP
It is designed to minimize personal injury and property damage on the airport in the case of an emergency
What are the four components of Comprehensive Emergency Management
Mitigation: public education, hazard and vulnerability assessment, improved infrastructure
Preparedness: emergency response plans, training and exercises, sirens
Response: life safety, incident stabilization, property preservation, evacuation and shelters, mass care
Recovery; economic recovery, debris Management, housing, health and social services
What are the 4 elements of the AEP
Provide for the delegation of authority
The assignment of responsibilities
The cord inaction of efforts by responding personnel
And an orderly transition between normal and emergency operations
OR
The basic plan
The functional annexes
The hazard-specific
Standard operating procedures
What are the five functions of ICS
Command, Operations Planning, Logistics, And finance and administration
describe Command in ICS
ability to act with clearly definite authority and to dominant the actions of the many elements involved so that the objective is accomplished. IC is responsible for managing the equipment and personnel of all responding units, including mutual aid companies. The IC normally handles scene safety, liaison with outside agencies, and dissemination of information to the news media
describe Operations in ICS
is responsible for tactical operations at the incident site. Operations consist of those personnel that carry out the necessary actions to respond to an emergency
describe Planning in ICS
is responsible for coordinating the collection, evaluation, and dissemination, and use of information regarding the incident, as well as the status of resources used or needed at the incident site. It is also responsible for the development of the Incident Action Plan (IAP)
describe Logistics in ICS
is responsible for facilities, services, personnel, equipment, and materials in support of the incident
describe finance and administration in ICS
is responsible for tracking all incident costs, evaluating the financial considerations of the incident, completing a cost analysis, and assuring appropriate reimbursement processes are initiated
Describe the alert levels Alert I (Local Standby)
an aircraft that is known or suspected to have an operational defect that should not normally cause serious difficulty in achieving a safe landing. No response is required. Response units involved will be staffed will stand by in quarters
Alert II (Full Emergency)
an aircraft that is known to have, or is suspected to have, an operational defect that affects normal flight operations if there is danger of an accident. All units responsible to pre-designated positions
Alert III (Aircraft Accident)
An aircraft incident/accident has occurred on or near the airport. All designated emergency response units proceed to the scene according to established plans and procedures
what is the role of the NTSB
The authority for removal of an aircraft wreckage remains with the NTSB, and no wreckage is to be moved of disrupted until officially released
For accidents involving aircraft less than 12,500lbs Maximum Takeoff Weight (MTOW), the NTSB has delegated accident investigation to the FAA
