Describe the role of the airport operator in ensuring a safe operating environment, particularly as related to Title 14 CFR Part 139
What are the components of a safety conscious organization and how does SMS fit into this?
- A set of standards
- Investigations and resolutions of incidents or hazards
- An internal reporting system
- Individuals trained to recognize unsafe conditions
SMS (safety management system) helps to manage safety risk through systematic procedures, practices, and policies
What is Part 139 and which airport does it apply to?
Part 139’s Maine objective is to ensure safety in air transportation by regulating the operation and maintenance of airports serving scheduled air carrier operations, its designed to help prevent accidents, and in the event of one, mitigate injuries
It addresses minimum safety and maintenance, accident prevention measures, snow and ice control plan, signs, marking, and lightning plan, wildlife hazard management program, and an emergency plan. Accident mitigation, provisions of aircraft rescue, and firefighting response, additional emergency response services, and area enhancements
139 is applicable to commercial service airports, but GA can elect to apply in order to achieve a higher safety standard
What is a Class 1 Airport?
serves all types of shelled air carriers, 31 seats or more and any other type of carrier operation, must comply with all part 139 requirements
What is a Class 2 Airport?
scheduled operations of small air carrier aircraft and unscheduled operations of large air carrier aircraft. Class 2 is not permitted to serve scheduled large air carrier operations
What is a Class 3 Airport?
serves only scheduled operations of small air carrier aircraft
What is a Class 4 Airport?
serves only unscheduled operations of large air carrier aircraft
Explain Exemptions
provide relief to an airport Operation for a particular requirement of 139. They are a legal document granting the relief. An exemption effectively changes the manner in which an airport complies with its AOC. Exemptions are made for ARFF if the airports is less than on-quarter of one percent of US totals
Explain Limitations
they are for unusual operation characteristics such as when air carrier operations are limited to specific runways or load bearing weights due to pavement strength. They are not frequently encountered or imposed on airports that have AOCs
Explain Deviations
occur when an airport must violate a component of part 139 due to emergency conditions. Whether or not the deviation results in a violation depends on the circumstances. A manager must inform the FAA within 14 days of the occurrence. Deviations are allowed for circumstances that primarily result in an aircraft emergency
What is the ACM, how is it developed and what is its function?
ACM (airport certification manual): developed by the airport operator and submitted to the FAA for approval. Once approved it becomes the regulations for that specific airport
When developing, writing, or revisiting the ACM, emphasis is placed on responsibility, authority and procedures. Who with perform the task, what the task will consist of how the task is to be performed, when it will be accomplished
