describe the types of plans and planning processes that affect a public-use airport
What is the purpose of the ALP?
Signifies FAA concurrence in the conformity of the plan to all applicable airport design standards and criteria
What are the most important elements of each page in the ALP?
cover sheet, ALP sheet, data sheet and wind rose, facilities layout plan, terminal area plan, airport airspace drawing and safe efficient use and preservation of the navigable airspace, inner portions of the approach surface drawing and TERPs, on and off airport land use drawings, airport property map, and the runway departure surface drawing
What does the ALP do?
- it is an FAA-approved plan necessary for the airport to receive AIP funding and to continue to receive PFC funding
- It is a blueprint for airport development
- It is a public document that serves as a record of aeronautical requirements and is available for community reference
- It enables the FAA and the airport sponsor to plan for improvements
- It is a working tool for airport staff, including operations and maintenance personnel
What does the ALP not do?
represent the FAA release of any federal obligations, or approve to use land for non-aeronautical purposes
When should the ALP be updated?
Every 2-7 years. The FAA directs its ADO staff to show leadership concerning when the ALP and provide guidance to airport sponsors when an ALP is due for an update
What is the FAA criteria for approving an ALP update?
it must be safe, useful and efficient:
Safe- the airport meets design standards
Useful- relation to the airport purposes
Efficient: the planned capacity is sufficient for forecast demand
What document, that provides information to pilot, must be updated on an annual basis?
the chart supplement (used to be AFD)
What is the NPIAS?
National Plan of integrated Airport Systems
lists public-use airports their roles, and identified improvements that are eligible for financial planning and development assistance in the next 5 years
What are the FAA principles related to airports?
-safe and efficient located at optimum sites and be maintained to appropriate standards
- they should be affordable to users and gov
- flexible, expandable and meet demand
-permanent and remain open
-compatible with surrounding communities
-should support national objectives for defense, emergency, and postal
-extensive with convenient access
-contribute to a productive national economy
Why are state and/or regional plans conducted?
to recommend the general location and characteristics of new airports and the nature of development and expansion for existing airports
they attempt to assess and develop a plan to integrate the regions transportation system
What are the three general categories of work under the NPIAS
- Purpose (safety, rehabilitation, capacity, standards)
- Physical component (runway, taxiway, apron, equipment)
- Type of work (construct, expand, improve)
