What Government Entities are at the airport
FAA, TSA, CBP, ICE, FPS, USDA
What are the typical government functions at the airport?
air traffic control, maintenance of naiads, passenger and bag security, processing incoming passengers, helping to control wildlife
Types of Aeronautical users at the airport
airlines, corporate flight, private operators, hangar lessees, FBO Specialized Aviation Service Operators (SASO) like flights schools, aircraft maintenance, repair shops, charter operators; US military and industrial users ect.
Types of non- aeronautical users at the airport
concessionaries, vendors, contractors, non-aeronautical tenants, rental car and lot operators, advertisers, and land lessees
What is the community around the airport
passengers, air cargo shippers, surrounding developments like hotels and restaurants. specific industrial parks/ corporations and residential homeowners
What do Federal Agencies want from the airport operator, carriers, and others
to comply with the laws of the US gov, and the necessary space to carry out functions such as processing international passengers
What is the significance of an Airlines at an airport and what do they want?
they are the most significant tenants
they usually want efficient passenger, baggage, cargo and aircraft throughput, adequate maneuvering space for their aircraft, sufficient office and administrative facilities within the terminal building, and amenities for their passengers
What is a FBO (Fixed Base Operator)
is a terminal for private and charter aircraft operations
Specialized Aviation Service Operators (SASOs) aka single-service providers, what are they and what do they provide
they typically offer only a specialized aeronautical services
aircraft sales, flight training, aircraft maintenance and avionics services ect.
they include flight schools, aircraft maintenance and overhaul, repair stations, charter operators, commercial hangar rental companies ect.
What do SASOs desire?
an airport that is “good for business”, and a level playing field
What are Aircraft Charter and Related options?
they provide commercial air service transportation, both cargo and passenger, but in a variety of ways
there are also pricing schemes
Define Fixed-Fleet Operators
aka air taxis
they operate under part 135 and conduct non-scheduled commercial flight operations. Book an entire aircraft along with crew, fuel, maintenance, and other necessary elements
Define Aircraft Management, and how it benefits both sides
an existing owner seeks the service to manage their aircraft by overseeing maintenance and leasing of the aircraft to the public when the owner is not using it. The owner recoups some cost and removes the liability in case of a major FAA safety violation. the owner receives up to 80% of the revenue from charters sold, but in the case of a major maintenance event, the cost reverts to the owner
What is Fractional Ownership and what Part is it under
sells shares of the total hours an airplane can fly per year. Shareholders buy increments of time. Fractional operate under subpart K of Part 91 and is considered a type of private flight operation
What are Jet Card Programs
providers sell blocks of retail flight hours on a specific type or class of aircraft
What is an On-Demand Charter
do not operate or own aircraft, but operate as a broker to provide planes
What are Cargo Feeders
some charter companies transport both passengers and cargo, while others are subcontracted providing cargo to major operators
What is an illegal charter
a charter that operates without meeting the regulatory requirements under part 135 or other required regulators, nor meeting the safety requirements of a certified air carrier
i.e. someone who is allowing their aircraft to conduct a charter operation but does not possess appropriate air carrier certificate
What should an airport sponsor who suspects illegal charter activity do?
You should discuss your concerns with the local Flight Standards District Office (FSDO) and allow them to take any appropriate investigations or actions
What is is Maintenance, Repair and Overhaul (MRO)
describes a variety of aircraft maintenance activities. They are regulated under FAR Part 145 Repair Station Operators and TSR Part 1554 Aircraft Repair Station Security

What is Airline Fuel Providers, and what Part?
there is not an industry-wide term. Air carriers can self fuel, but the FAA allows the airline to use contract fuel providers
the standards usually incorporate 407 Standard for aircraft Fuel Servicing, and ATA Specifications 103
What is a Business/Cooperate Aircraft Operator and what they want
Operation their own planes for a more effective use of management’s time and to maintain confidentiality
They want exceptional pavement and maintenance at the airport, sometimes they want their own fuel farm
Private Aircraft Operators and what they want
Commonly have smaller aircraft, either single or light twin aircraft. They may have a tie down or ramp space, or in a small hangars, port-a-port, or small box hangar
they tend to be long term tenants and my not always be open to change, but can be strong supporters of the airport director
they want affordable space, ability to have visitors, affordable fuel, and ability to perform light maintenance
