What is Lay Up?
Where a vessel is placed into a period of inactivity either due to lack of work, prohibitive costs or other reasons (COVID pandemic being an example)
Your vessel has been alongside for 2 weeks. The 3rd officer comes to you asking if the vessel is in lay-up and if he can go home.
What can you do?
Verify if Class, Flag, Underwriters and Port State have been notified of lay-up.
Check for exemption to Minimum Safe Manning Document from Flag.
Cross-check maintenance and preservation plan, if any, to see if the 3/O is required.
Talk to Master, advising them of the 3rd Mate’s desire to sign off.

What considerations might you have when signing on to a ship that has been laid up for 8 months?
Primarily, SEAWORTHINESS (5 “C”’s)
Maintenance Schedule - adherence and effectiveness.
Certification - SMC, ISSC, Sani Certs all revoked/expired
Navigation - publications up to date?
Provisioning - food and FW stores? Spares?
Crew - Drills, health, adequate manning per MSMD?
Equipment - run up and test, sea trials

If a vessel has been laid up for over a year, what are your concerns?
Lack of running machinery means accommodation will be inhabitable - potential for enclosed space precautions due to lack of ventilation.
Legionella, no stores, sludge/solids in fuel tanks.
