ISM Audit - outcomes?
You would receive any of the following…
- Observation - statement of fact with evidence
- Non-conformity - situation whereby evidence indicates not complying with the code
- Major non-conformity - situation imposing threat to marine property, life or the environment
How to define an SMS?
A structured and documented system enabling company personnel to effectively implement the company’s safety and environmental protection policy
Application of the ISM Code?
All passenger ships
All other ships over 500GT
What are the Safety Management System objectives?
Provide for safe practices in ship operation and a safe working environment
Risk assess all vessel activities and establish safeguards
Continuously improve safety training and safety awareness including emergency preparedness
What are the Master’s responsibilities under the SMS?
IMVIP
Implement the Safety and Environmental Policies
Motivate the crew in observation of the policy
Verify compliance with the SMS
Issue appropriate and clear orders
Periodically review the SMS and report deficiencies to Shore management
What is the Master’s overriding authority?
ISM NOT SOLAS V
The ability to make decisions and take actions beyond the scope of the SMS where safety and pollution prevention deem it necessary.
i.e.
Overdue launch of lifeboat due to bad weather
What is a Non-Conformity?
Observed situation where objective evidence indicates non fulfilment of a specified requirement
What is a Major Non-conformity?
Identifiable deviation that poses a serious threat to the safety of personnel or the ship or a serious risk to the environment that requires immediate corrective action, or the lack of effective and systematic implementation of a requirement of this code.
