Primary level 1st contact bt individuals and health system
secondary level : first referral level and supports primary level
Tertiary level: second referral and provide support to the two above

- Expert knowledge of theories of social and behavioral change
- Technical knowledge of how organizations and health care system operate.
- Understanding of community values, beliefs and policies and pattern of interaction.
The purposes of health planning:
• To match limited resources with many problems.
• To eliminate wasteful duplication of expenditure
