A
In Mishkat it is narrated that the beloved Prophet was passing by 2 graves who’s inhabitants were being punished. He then placed twigs on their grave. He said this will lessen their punishment because the twigs will recite tasbeeh.

Yes.

A
It is permissible and recommended.

It is Sunnah if if it for the sake of keeping the soil in place, otherwise it is wastage.
