It is permissible and recommended.

What is the evidence of reciting the azan near the grave?
A
An act that is not prohibited by sharia cannot be prohibited in reality. It is proven by Hadith that Satan comes in the grave and makes it difficult for the Muslims to answer the questions of Munkar and Nakeer. We are told to supplicate for the deceased so they become steadfast in answering. It is proven in sahih that Satan runs away from azan.

Is azan specifically with Salah?
A
No. Some people consider azan to only be for Salah. Azan should also be recited on other occasions such as to the newborn and to get a cure from a plague.
