Language proficiency extends beyond mere communication; it demonstrates respect for other cultures and can build trust and rapport. In contexts where French or Spanish was spoken, my ability to communicate in these languages often facilitated a deeper connection and understanding with colleagues and stakeholders. Advantage at the UN: At the United Nations, where I was proficient in three of the six official languages, this linguistic capability was particularly beneficial. It allowed me to engage more fully with the diverse linguistic environment of the UN, participate more actively in multilingual discussions, and access a wider range of documents and resources that might not have been available in English alone. This enhanced my ability to stay informed on various issues and contribute more meaningfully to the organization's goals.
Overall, my multilingual abilities have not only enhanced my communication skills but have also enriched my professional relationships and deepened my understanding of the diverse cultural contexts in which I have worked. This skill set would be highly beneficial in any role that requires international engagement and collaboration, such as a position at the Banque de France, where dealing with global stakeholders and navigating multilingual environments is part of the job.

Can you provide an example of how you have used your analytical skills in a professional context?
Certainly. One clear example of using my analytical skills was during my involvement in the Human Rights Council meetings at the UN. My role entailed monitoring the proceedings of international meetings, with the specific task of producing concise, comprehensive reports.
Selective Note-Taking During International Meetings: I was responsible for attentively following the discussions and debates during the Council sessions. This required me to employ selective note-taking, where I focused on capturing key points, arguments, and decisions. My analytical skills were essential in identifying and distilling the most pertinent information from these complex discussions. Producing Summarized Reports: Following the meetings, I was charged with compiling my notes into a one-page summary that captured the essence of the discussions. This task demanded a high level of analytical precision to ensure that the core themes and outcomes of the meetings were accurately and succinctly represented, making the information accessible and useful for stakeholders who were not present. Engaging in the Discussion: Additionally, part of my responsibility included posing questions based on the evolution of the discussion. This required not only a deep understanding of the subject matter but also the ability to analyze the ongoing dialogue in real-time. My ability to interpret and respond to the flow of the conversation was crucial in facilitating meaningful engagement and contributing to the broader discussion.
In summary, my role during the Human Rights Council meetings showcased my ability to apply analytical skills in a dynamic, high-stakes environment. Through selective note-taking, summarizing complex discussions, and actively engaging in the dialogue, I demonstrated my capacity to distill and communicate key information effectively, a skill that is highly valuable in any professional setting.
Comment vous assurez-vous que vos analyses sont à la fois rigoureuses et pertinentes, et comment les communiquez-vous aux parties prenantes
Ensuring that my analyses are both rigorous and relevant, and effectively communicating them to stakeholders, involves a multi-faceted approach:
Thorough Research and Data Verification: Rigor in analysis starts with comprehensive research. I make sure to use reliable sources and verify the accuracy of the data. This includes cross-referencing information and staying updated with the latest developments in the field. Applying Robust Analytical Frameworks: I use established analytical methods and frameworks that are recognized for their effectiveness in the subject area. This helps in structuring the analysis systematically and ensures that it stands up to critical scrutiny. Understanding Stakeholder Needs: Relevance comes from understanding the needs and interests of the stakeholders. Before beginning an analysis, I take time to understand the context and objectives of the stakeholders. This ensures that the analysis addresses the questions and concerns most pertinent to them. Critical Thinking and Independent Insights: Rigorous analysis requires critical thinking. I question assumptions, explore different perspectives, and look for underlying patterns. This approach often leads to insights that are both original and highly relevant. Effective Communication: Communicating the findings is as important as the analysis itself. I focus on clarity and simplicity in communication. This involves using language that is easily understandable by the audience, visual aids for complex data, and structuring the communication in a logical, coherent manner. Tailoring the Delivery: The mode of communication is tailored to the audience – be it a detailed report for a technical team, a presentation for management, or a summary for external stakeholders. I also make sure to highlight key takeaways and actionable insights. Feedback and Continuous Improvement: Finally, I seek feedback on my analysis and its communication. This feedback is invaluable for refining both the analytical process and the way findings are communicated. It ensures continuous improvement and greater effectiveness in future projects.
In summary, the combination of thorough research, robust analytical methods, understanding stakeholder needs, critical thinking, clear communication, tailored delivery, and feedback forms the core of my approach to ensuring that my analyses are rigorous, relevant, and effectively communicated to stakeholders.
Can you explain a situation where your attention to detail was crucial for the success of a project?
Certainly. A key instance where my attention to detail was pivotal involved drafting diplomatic notes during my work related to human rights issues at the United Nations Office in Geneva (ONUG).
Diplomatic Notes Drafting: In this role, I was responsible for composing diplomatic notes, where the choice of every word was of paramount importance. Given the sensitive nature of the content, particularly regarding human rights issues, it was essential to convey messages accurately and diplomatically. My focus on detail ensured that the language used was precise, appropriate, and reflective of the intended stance and nuances of the message. This meticulous approach helped in preventing any potential misinterpretations or diplomatic faux pas. Agile Communication on Sensitive Topics: The project also demanded agile communication strategies. Working on sensitive topics like human rights required not only carefully crafted language but also an understanding of the broader political and cultural context. My attention to detail in this aspect ensured that all communications were not only factually accurate but also contextually appropriate, thereby effectively conveying France’s position and contributing to the project's success.
In both these tasks, my ability to focus on fine details and understand the broader implications of language and communication was instrumental in achieving the desired outcomes and maintaining the integrity and effectiveness of our diplomatic engagements.
How do you maintain a balance between attention to detail and efficiency in your work?
I believe that my attention to detail actually enhances efficiency in my work. I don’t waste time on excessive verification. Instead, I focus on those details that are likely to elevate the quality of my work and those that enable me to stand out.
Prioritizing Key Details: I identify and prioritize the details that are most critical to the task at hand. This allows me to devote my attention to aspects that will have the greatest impact on the quality of the output, ensuring that my focus on detail is both purposeful and efficient. Efficient Workflow: I have refined my workflow to incorporate detail-oriented checks without hampering overall progress. This involves using checklists or templates for routine tasks to ensure nothing is missed, while still moving swiftly through the work. Leveraging Experience: My experience helps me quickly discern which details are crucial and which are less so. This instinct, developed over time, allows me to work both meticulously and efficiently, as I can direct my focus where it’s most needed without getting bogged down by less important aspects. Continuous Improvement: I continually seek ways to improve my processes. By analyzing past projects and feedback, I identify areas where a greater or lesser focus on detail could have changed the outcome, and I adjust my approach accordingly for future tasks. Balancing Big Picture and Fine Points: I always keep the larger goals and objectives in mind. This helps in balancing a thorough approach with a broader perspective, ensuring that while I pay attention to the details, I do not lose sight of the overall mission or deadline.
In summary, my approach to maintaining a balance between attention to detail and efficiency is rooted in prioritizing effectively, refining my workflow, leveraging experience, continuously improving, and keeping an eye on the bigger picture. This balance ensures that my work is of high quality, while also being delivered in a timely and efficient manner.
Can you give us an example of a situation where you had to demonstrate a great capacity for work, and how you managed it?
During my internship at France ONUG, I was constantly under pressure, having to deliver a significant amount of work within tight deadlines. I faced professional, managerial, and personal challenges:
Professional Challenges: Mastering subjects. Solution: Personal information work through reading, seeking advice, and teamwork. Working under pressure: Employed awake relaxation techniques and maintained composure. Saving time: Solution: Training for efficiency and attention to detail to get things right the first time (like crafting effective emails, although there were some failures, e.g., RDP le Maire). Managerial Challenges: Being perceived as reliable. Solution: Delivering quality work, being punctual, arriving early, and leaving late. Not hindering others. Solution: Recognizing and communicating my limitations. Personal Challenges: Keeping up with the pace. Solution: Maintaining a healthy lifestyle including exercise, proper nutrition, hydration, and sleep. Staying constantly motivated. Solution: Balancing professional life with personal life and entertainment, maintaining a social life in Geneva, and nurturing strong friendships.
Comment vous assurez-vous de communiquer efficacement avec vos collègues et supérieurs ?
To ensure effective communication with colleagues and superiors, I adhere to a multifaceted approach:
Clarity and Conciseness: I strive to convey my messages clearly and concisely. This means avoiding unnecessary jargon and being straightforward in my communication. I focus on the key points to make sure that my message is understood correctly. Active Listening: Effective communication is a two-way street. I practice active listening, which involves paying close attention to what others are saying, asking clarifying questions, and paraphrasing to ensure understanding. This not only helps in receiving information accurately but also shows respect and value for the speaker's input. Regular Updates and Check-ins: I make it a point to provide regular updates and check-ins with my team and superiors. This keeps everyone in the loop and helps to avoid misunderstandings or the need for last-minute rushes. Appropriate Medium of Communication: I choose the most suitable medium for communication based on the nature of the message. For instance, complex or sensitive issues are best discussed in person or through video calls, whereas emails can be effective for providing detailed updates or formal communication. Feedback Mechanism: I encourage and provide feedback. This not only helps in continuous improvement but also fosters an open communication culture where feedback is viewed as a tool for growth. Adapting to Communication Styles: Understanding and adapting to the preferred communication styles of colleagues and superiors is crucial. Some may prefer detailed reports, while others might favor brief summaries. Adapting my communication style accordingly ensures that the message is well received. Professionalism and Respect: Maintaining a tone of professionalism and respect in all communications is fundamental. Regardless of the situation, I ensure that my communication is always respectful and considerate.
By incorporating these strategies, I ensure that my communication is effective, respectful, and tailored to the needs of my colleagues and superiors, thereby facilitating smoother interactions and better team dynamics.
Can you give me a concrete example where you had to demonstrate listening and deliberation in a complex professional situation?
In my first week of internship, I submitted a report to a diplomat about CERN’s support for Lebanon. The diplomat came to my office and vehemently criticized me, claiming 1/ he didn’t know me (although we had met in a meeting the day after my arrival, and I had even made him laugh, but at that time we were still wearing masks) and 2/ he was dissatisfied with my report.
I focused on the essence to defuse the situation: 'Sorry I didn't introduce myself, my name is Thomas Rebrion, I am the new intern, etc.' and 'Okay, so if I understand correctly, you want me to change this.' I made the necessary changes. Later that evening, the diplomat thanked me by email and introduced himself as someone who is very direct.
In this situation, I prioritized listening and didn’t take offense. I tend not to take comments personally in a professional context. I can distinguish between the person and the professional role.
I believe that nobody intentionally wants to harm others and that everyone wants things to progress. So, I always stay attentive, respond politely, and automatically, situations tend to calm down.
Where does your interest in banking and financial regulation come from?
Firstly, I would like to thank you for this question. Indeed, this is a subject I have particularly studied in order to succeed in this competition. I wanted to highlight my knowledge of banking and financial regulation firstly to demonstrate my long-standing motivation to pass the Banque de France competition and secondly to prove that I am operational.
This is a subject that motivates me to succeed in the Banque de France competition. Initially, this interest emerged because it was probably the first economic subject that struck me - the Financial Crisis of 2008 (I was 9 years old).
Specifically regarding banking regulation, initially, I got this interest from the mother of one of my childhood friends, who worked in risk management at Crédit Lyonnais, with whom I regularly discuss this topic. Last summer we exchanged views on banking regulation in the face of climate change.
During my preparation year, when I wanted to prepare as well as possible for the Banque de France competition, during my daily reading of the press, it was THE subject that interested me the most in economics. I believe that the law is an effective means to preserve confidence in the financial system.
If I put myself in the shoes of an executive, my professional interest in banking and financial regulation is as follows:
It is one of the most important subjects, where there is still work to be done. The SVB events demonstrate this. Full implementation of Basel III is essential.
To go further, I think it could be further completed. A topical subject: financial regulation is at the center of contemporary issues, which bring new financial risks: climate, crypto, cyber, AI.
Behaviors in financial markets that tarnish its image with the general public: high-frequency trading, practices of some hedge funds (GameStop).
As an executive, I would like to be associated with the development of banking and financial regulation on these subjects during my career. Such a mission particularly interests me because I have already had the opportunity to follow international negotiations (WTO, IP vaccine) and I found it fascinating.
I have many interests, but this one seemed the easiest to highlight and I also wanted to demonstrate my motivation throughout the year to succeed in this competition.
What is your experience with banking and financial regulation, and how does it apply to this position?
Thank you for this question, because my answer will probably surprise you. It’s a skill that I did not acquire from professional experience. It is primarily a strong interest of mine, which I sought to develop further for the Banque de France competition. The only example where I applied this skill in the past was during the competition on September 23, 2023. However, I believe I am entirely operational on this subject.
An extensive academic experience, which makes me operational on the subject.
My experience with banking and financial regulation is academic:
During my preparation year, when I wanted to prepare as well as possible for the Banque de France competition, during my daily reading of the press, it was THE subject that interested me the most in economics. I believe that law is an effective means to preserve confidence in the financial system. I also have acquaintances who work in the banking sector, in risk management, with whom I like to have regular conversations on this subject.
I also believe I have an operational knowledge of banking and financial regulation:
It is one of the most important subjects, where there is still work to be done. SVB events demonstrate this. The full implementation of Basel III is essential. To go further, I think it could be further completed. A topical subject: financial regulation is at the center of contemporary issues, which bring new financial risks: climate, crypto, cyber, AI. + Behaviors in financial markets that tarnish its image with the general public: high-frequency trading, practices of some hedge funds (GameStop).
Professional experience in monitoring international standard negotiations:
I have experience with monitoring, designing, and implementing international standards (WTO, fishing subsidies, negotiations 2015 - 2022). I enjoyed this a lot and wish to fulfill such a mission again during my career at the Banque de France.
I would therefore like to thank you for this question. Indeed, it is a subject that I have particularly worked on with the aim of succeeding in this competition. I wanted to highlight my knowledge of banking and financial regulation to demonstrate my long-standing motivation to pass the Banque de France competition and to prove that I am operational.
How can your understanding of banking and financial regulation benefit the Banque de France?
Knowing banking and financial regulation is an asset for working at the Banque de France:
Financial regulation plays a crucial role in preventing economic crises. I intend to use this understanding to participate in risk identification. It will allow me to contribute to the work of the Banque de France in response to new challenges (sustainability, crypto, AI).
An intellectual challenge I set for myself:
Constant evolution, vigilance, adaptation. Interdisciplinary: law – economics – market operations.
An understanding built around the desire to concretely serve the public interest:
Essential for the protection of users. Strengthens trust in the financial system.
It’s this combination of social impact, intellectual challenge, and constant evolution that fuels my passion for this field. I believe these motivations would be beneficial to the Banque de France.
I find it surprising that you are particularly passionate about financial and banking regulation. It’s not an area that generally attracts a lot of attention. Why are you so interested in it?
Thank you for raising this question. My interest in financial and banking regulation is rooted in its fundamental importance to the stability and integrity of our global economic system. It’s an area that, I believe, significantly influences both the business world and the daily lives of individuals.
Firstly, financial regulation plays a crucial role in preventing economic crises, as we saw in 2008. Its ability to evolve in response to modern economic challenges, such as sustainable finance and the regulation of new technologies like cryptocurrencies, makes this field both dynamic and indispensable.
Additionally, there’s an intellectually stimulating challenge in understanding and applying these regulations. It requires thorough analysis and an understanding of law, economics, and financial markets, which I am particularly passionate about. I enjoy the problem-solving aspect and searching for innovative solutions to navigate these complex rules.
Moreover, working in this field offers an opportunity to directly contribute to consumer protection and the formulation of policies that have a real impact on society. This adds an ethical and social dimension to my professional journey, which is very important to me.
Finally, the constantly evolving nature of the financial sector demands ongoing vigilance and adaptation, making the field of financial and banking regulation both demanding and rewarding. It’s this combination of social impact, intellectual challenge, and constant evolution that fuels my passion for this field.
In an ever-evolving environment like finance, how do you ensure you stay up-to-date with regulations and market developments?
Staying abreast of the latest developments in finance, particularly in terms of regulations, is a multifaceted process, especially considering the dynamic nature of the industry. Here’s how I approach it:
Monitoring Regulatory Publications: As per Article 143(1) of the CRDIV, supervisors are required to publish texts of national laws and regulations related to prudential regulation, the modalities for exercising national options and discretions, criteria and methods of prudential supervision, and aggregated statistical data on the implementation of the prudential framework. I regularly review these publications to understand the latest regulatory changes and how they are being implemented. This is a key resource for staying informed about the legal and regulatory landscape. Continual Learning and Professional Development: I engage in continuous learning through various channels such as online courses, webinars, and industry conferences. This not only includes learning about regulations but also about new market trends, financial products, and emerging technologies like fintech and blockchain. Networking and Industry Engagement: Building a network of professionals in the finance sector, including regulators, compliance officers, and other finance professionals, is essential. Engaging in discussions and sharing insights with these individuals provides real-time updates and diverse perspectives on how regulatory changes are impacting the market. Subscribing to Industry Publications: Keeping subscriptions to key financial and regulatory publications helps in getting timely information on market and regulatory developments. This includes reading industry reports, regulatory bulletins, and financial news. Applying Knowledge Practically: I make it a point to apply the regulatory knowledge practically in my work. This helps in internalizing new information and understanding its implications in real-world scenarios.
By employing these strategies, I ensure that I remain up-to-date with the dynamic changes in finance, particularly in the areas of regulation and market developments. This approach allows me to adapt quickly to changes and to provide informed insights in my professional role.
