In my first week of internship, I submitted a report to a diplomat about CERN’s support for Lebanon. The diplomat came to my office and vehemently criticized me, claiming 1/ he didn’t know me (although we had met in a meeting the day after my arrival, and I had even made him laugh, but at that time we were still wearing masks) and 2/ he was dissatisfied with my report.

I focused on the essence to defuse the situation: 'Sorry I didn't introduce myself, my name is Thomas Rebrion, I am the new intern, etc.' and 'Okay, so if I understand correctly, you want me to change this.'
I made the necessary changes. Later that evening, the diplomat thanked me by email and introduced himself as someone who is very direct.

In this situation, I prioritized listening and didn’t take offense. I tend not to take comments personally in a professional context. I can distinguish between the person and the professional role.
I believe that nobody intentionally wants to harm others and that everyone wants things to progress. So, I always stay attentive, respond politely, and automatically, situations tend to calm down.

Where does your interest in banking and financial regulation come from?

Firstly, I would like to thank you for this question. Indeed, this is a subject I have particularly studied in order to succeed in this competition. I wanted to highlight my knowledge of banking and financial regulation firstly to demonstrate my long-standing motivation to pass the Banque de France competition and secondly to prove that I am operational.

This is a subject that motivates me to succeed in the Banque de France competition. Initially, this interest emerged because it was probably the first economic subject that struck me - the Financial Crisis of 2008 (I was 9 years old).

Specifically regarding banking regulation, initially, I got this interest from the mother of one of my childhood friends, who worked in risk management at Crédit Lyonnais, with whom I regularly discuss this topic. Last summer we exchanged views on banking regulation in the face of climate change.

During my preparation year, when I wanted to prepare as well as possible for the Banque de France competition, during my daily reading of the press, it was THE subject that interested me the most in economics. I believe that the law is an effective means to preserve confidence in the financial system.

If I put myself in the shoes of an executive, my professional interest in banking and financial regulation is as follows:
It is one of the most important subjects, where there is still work to be done. The SVB events demonstrate this. Full implementation of Basel III is essential.

To go further, I think it could be further completed. A topical subject: financial regulation is at the center of contemporary issues, which bring new financial risks: climate, crypto, cyber, AI.
Behaviors in financial markets that tarnish its image with the general public: high-frequency trading, practices of some hedge funds (GameStop).

As an executive, I would like to be associated with the development of banking and financial regulation on these subjects during my career. Such a mission particularly interests me because I have already had the opportunity to follow international negotiations (WTO, IP vaccine) and I found it fascinating.

I have many interests, but this one seemed the easiest to highlight and I also wanted to demonstrate my motivation throughout the year to succeed in this competition.

It is primarily a strong interest of mine, which I sought to develop further for the Banque de France competition. The only example where I applied this skill in the past was during the competition on September 23, 2023. However, I believe I am entirely operational on this subject.

Can you tell us about a situation where you had to demonstrate leadership?

Leadership is a long process. Within a team, one doesn’t become a leader overnight. It requires setting an example informally to collectively achieve a goal. Here are a few instances where I had to exhibit leadership:

France ONUG: I was involved in organizing international conferences. It was my quality work that earned me the trust of others, demonstrating leadership. This wasn't about being formally in charge, but about guiding and coordinating the team towards the successful execution of these events.

EPA Program: While working with middle school students, I had to motivate them to do their homework correctly without needing to supervise them constantly. The challenge was overcoming their resistance to authority. My solution was to treat them as adults, avoiding embodying what they resisted, which in turn fostered their self-motivation and responsibility.

Rugby Team: As a member of a rugby team, I took on the role of motivating the team, providing instructions and encouragement. This involved understanding the dynamics of the team and contributing positively to our collective performance.

In my previous professional experience, I regularly worked in teams to achieve common goals. For example, at the UNHCR, we were in charge of regularly reporting on our progress in fundraising during the emergency in Ukraine. My proficiency in data analysis allowed my team to be effective: while I produced statistics to illustrate our reports, my team could take care of other aspects of the report: writing, translation, searching for illustrations. This teamwork enabled us to communicate our results to our hierarchy effectively and with quantifiable data.

How have you handled a situation where you had to work with someone who had a very different approach from yours?

A

I’ve never encountered a situation where I didn’t share a common approach to work with my colleagues; I’ve always been fortunate in that respect. However, it’s clear that not everyone works in the same way. Perhaps a trait that defines me, but which I find less pronounced in my colleagues, is my adherence to method and anticipation. Before solving a problem, I always ask myself, ‘What is the most optimal way to solve this problem?’ Furthermore, I always imagine different scenarios: plan A, B, C…

The most challenging adaptation for me was to the rather spontaneous work approach of my internship supervisor at the UNHCR. I remember feeling disoriented when she explained that her work was ‘very stop and go’, so she couldn’t really give me any forecasts or things to anticipate. However, this situation was easy to manage because we got along well. I adapted my way of working and improved my communication to show my availability at all times. I learned to communicate clearly about what I was doing to ensure I was delivering work that met her expectations. I also developed situational awareness: ‘There’s a lot of work today, I’ll stay longer.’ Or conversely: ‘I can go home and rest because we’ve done all we needed to do today.’

Thus, this experience taught me to be more flexible and reactive while remaining organized and anticipatory.

What is your approach to resolving a conflict within a team?

A

I believe that most of the time, conflicts are not severe situations. They serve as a means to reveal different viewpoints. Often, crises are constructive (like economic crises related to financial cycles, which lead to new norms after each crisis).

To resolve a conflict, the first step is to allow all viewpoints to be expressed and ensure they are understood. I employ active listening, such as, ‘If I understand correctly, you’re upset because…’ It’s also important to show goodwill and a willingness to resolve the conflict so that no one feels judged. This approach ensures that everyone feels respected. Being an impartial judge is key: ‘My goal is to find a solution that contributes to the success of our projects.’

The danger with conflicts is that they tend to have an emotional impact on the people involved. My approach to resolving conflicts is to clearly separate the agent (who works) from the human being (who has emotions). If someone conflicts with me and attacks me personally, I won’t be emotionally affected because I know that this person only knows me through my work. This is an experience I had during my internship at an embassy. Diplomats are known to be particularly demanding.

I compared conflicts to economic crises. Like economic crises, it’s also important to prevent them to avoid the worst. This can be achieved through regular communication and team-building moments.

A

One significant project I led was the organization of international conferences, specifically being in charge of communication for the event ‘The Challenges of Civil Space in Geneva.’ In this role, I was generally responsible for all aspects of communication within a small team where we were just two people. My supervisor handled press-related aspects, given her background as a journalist, while I focused on communication aspects.

The impact of this initiative was substantial. It led to an increase in the influence of FranceONUG on social media and within the international community in Geneva. By effectively managing the communication strategy, we were able to elevate the profile of the event, thereby enhancing the visibility and influence of FranceONUG in these circles. This success was a testament to the importance of strategic communication and its power to significantly enhance the presence and reputation of an organization.

How do you manage stress and challenges when implementing an action plan in a demanding environment like the Banque de France?”

A

I am aware that working at the Banque de France involves a demanding environment with high stakes, which can naturally lead to stressful situations. To manage stress, I practice meticulous planning and rigorous organization, allowing me to stay centered and maintain a clear overview of the objectives. Additionally, I ensure to maintain a good work-life balance, which includes regular relaxation and leisure activities to rejuvenate myself.

In facing challenges, I rely on open communication with my team and stakeholders to quickly identify issues and find collaborative solutions. I also value adaptability, allowing me to modify action plans reactively and effectively if necessary.

During the organization of ministerial visits, I faced an unforeseen challenge: the Minister present wanted a press review in the middle of the day. I approached this by finding an optimal compromise between efficiency (producing the press review quickly) and providing quality work (intelligibility, selection of relevant articles). To do this, I abandoned some of my usual habits (less formatting). I focused on the essentials with a summary indicating the titles of the articles present. This allowed me to produce the review quickly. When I handed it over to the minister’s press advisor, I saw her highlight certain elements and then hand it over to the Minister.

These experiences have taught me the importance of remaining calm and focused, even under pressure. They have also shown me the importance of continuous learning and adaptation in a dynamic professional environment like the Banque de France.
