At some incidents we have seen deviations from basic operational principles by all ranks, including:
-Inadequate Risk Assessment
-Inadequate Situational Awareness
-Strategy & Tactics not Consistent with Risk Assessment/Tactical Priorities
-SOG’s not Established or Followed
-Inadequate Command and Control
-Inadequate Communications
-Violations of PPE Procedures
The Department established an approach to address operational concerns and ensure emergency operations that are both safe and efficient.
The goals listed below are currently in the process of being completed:
- Understanding the LAFD’s Risk Management Policy
- Wearing PPE’s and all related safety equipment
- Standardizing Operating Guidelines – Department-wide
- Developing focused simulation training for initial action command and control
- Providing advanced Firefighter Survival training for all members
- Providing formal Incident Safety Officer training
- Establishing a formal Significant Incident Review process
- Delivering Context Training
Approach to accomplish “Understanding the LAFD’s Risk Management Policy”
-Change the risk policy from an “overarching principle” to a conscious and required step in the standards of command. (right after situational awareness has been attained).
-Train Initial Action Incident Commanders at all levels to first identify _____ and then match appropriate strategy and tactics.

The premise of “CONTEXT TRAINING ” is randomly selected companies will be spontaneously “dispatched” into realistic emergency training scenarios.
This training will replace the former Division Evaluation and will provide feedback to ______, _______, and _______ as to the operational readiness and effectiveness of the QUARTERLY training modules.
