A

CFAP follows the federal rules, however it offers other options for those who do not qualify for the federal rules. Those that would qualify are those non-citizens who do not meet a condition set by the federal rules for SNAP.

A

40 qualifying quarters means for every quarter (every 3 months) that they work in a year they earn up to 4 quarters. so a person who works one year can earn 4 quarters. That would mean if they worked 10 years and worked every single quarter they would earn 40 quarters.
