What are the four non-financial eligibility criteria factors we have to verify?
- Identity
- Residency
- Social Security number requirement
- Citizenship/non-citizenship status
Who all needs to provide ID when applying for CalFresh?
Only person applying as HH needs to verify with ID.
What if ID is not available by person applying for CF?
A third party verification works. ( someone else vouching person was who they said they were.
How does applicant prove residency?
Rent receipt, pay stub, gas and electric bill, etc
Person still considered resident if not a fixed and regular nighttime residence
What if homeless and does not have a fixed address?
They may use County mail to Family Resource Center (FRC), PO Box, another address, church, etc.
Must have access to their mail.
Can a non-homeless person have a different address?
Yes, may have different physical address as long as it was not questionable
Is SSN required?
Yes, but do not delay issuance of benefits or certification to an eligible household just because SSN not been verified
How can SSN be verified?
Through IEVS to verify SSN and citizenship
What if person does not have SSN?
Provide MC-194 from to refer applicant to local SSN office to apply. SSA 505028 form as a receipt stating they applied for SSN
Is applicant required to provide physical SSN card?
No, unless being used as form of identity
What about a newborn?
Do not need SSN when added to HH, but will need at time of recertification or 6 months after birth
What if household member fails to provide SSN?
They will be ineligible. In good faith, if good reason they do not have SSN, provide ONE month benefits
What can we use for proof for citizenship?
Client statement is acceptable. If questionable, ask for verification
Who are considered US citizens?
- Born in 50 states
- District of DC
- Puerto Rico
- Guam
- Virgin Islands
Who are qualified noncitizens?
- Legal permanent resident (LPR)
2, Refugee - Asylee
- Non-citizen who has deportation withheld
- Cuban or Haitian entrant
- Sponsored non-citizen
How are non-citizens verified?
Non- citizens must provide verification which will be used to verify validly through USCIS SAVE system
Are ineligible non-citizens eligible to receive Cal fresh benefits?
No
Who are examples of ineligible non-citizens?
Examples of an ineligible non-citizens are DACA-deferred action of childhood arrivals,
undocumented immigrants,
overstayed visa
entered without visa
visitors,
tourists
students from other states/countries
What forms of ID can be used when applying for Cal fresh?
Drivers license,
work, school ID, medical BIC or ID from another program,
wage stubs,
birth certificate,
Social Security card, or
other documents containing the Social Security card number verification that is with the customers, Social Security card number on it
Do all household members need to be living in San Diego county?
Yes, all must reside in San Diego county
Is there a durational residence residency requirement before they can apply for Cal fresh
No, there is no restrictions. All we need is the date of the application.
Are persons who are on vacation in San Diego county considered residence for Cal fresh purposes?
No, they are not
Can an individual participating in CalFresh be a member in more than one household?
No, with the exception of battered women and children, who are residing in shelters and receiving FS benefits in the abusers residence 
What is considered homeless?
A person who lacks a fixed regular nighttime residence a person who resides in a supervise shelter for temporary accommodations. A halfway house or similar institution, and the temporary accommodation is no more than for 90 days or a place. It’s not designated for normal sleeping, such as a bus station lobby, Park Street, etc..
What are examples of a request for mailing address being different than their physical address?
Reasons for a different address. Mailing address might be mail, theft, domestic violence, no mail, delivery or Postal Service. Refuses to deliver maybe household lives in a camper trailer space or a confidential, safe home for program. Make sure to document it make sure to document it in case comments make sure to ensure that we do have customers physical address, which is in San Diego county and then forms 09–81 is no longer required and HS asking now approve requests
When initially applying for Cal fresh, does the entire household need to provide a Social Security card number?
No, however once the application starts being processed, each household member must provide a Social Security number or verification of application for Social Security card number exception would be expedited services non-citizen, victims of trafficking, domestic violence, and other serious crimes
What is the responsibility of the worker in regards to verifying Social Security card numbers of applicants?
It is the workers responsibility to verify Social Security card numbers by ordering IEVS and or through MEDS however, do not delay in issuance of benefits or certification in an eligible household just because the Social Security card number has not been verified
Who counts as citizens of the United States
They must be born in one of the 50 states the District of Columbia, Puerto Rico, Guam the Virgin Islands
Derived children under the age of 18 through naturalization of parent or two spouses of student of citizens at or during marriage to foreign born children, adopted by US citizen, parents and provide certain conditions are met
Acquired children born abroad to US parents, and then
citizens of US territories
US territories America Somoa,
swains island
north Marano islands
Non-citizens are not eligible for federal Cal fresh benefits, based solely on their immigration status here less than five years, however are they may they be eligible for a California food assistance program if their legal status status can be verified?
Yes
What happens when a person refuses to provide legal non-citizen documentation when applying for Cal fresh??
They will be referred to as ineligible non-citizen, and will be thought of as an excluded member of the Cal fresh household, and their income and resources will be available to the household as specified 
Who qualifies for federal SNAP?
All US citizens, and
all qualified non-citizens, who also meet a condition
What are conditions for SNAP funding for qualified non-citizens?
Under 18 years of age,
blind, or federally disabled
born on or before August 22, 1931, in lawfully residing in the US since August 22 1996,
5+ years from date of entry,
active or an honorably discharged veteran of the US Armed Forces (national guard does not count)
40 qualifying quarters
Who gets CFAP-California food assistance program?
Those that receive CFAP are non-citizens that do not meet a condition based on federal law
What is the difference between SNAP and CFAP?
They are both the same. The only difference is that the funding source. Comes from either the federal or the state federal is SNAP and state is CFAP.
