What does WINS stand for?
It stands for work incentive, nutritional supplement
What is WINS?
It is a state funded supplemental that adds $10 for food benefit each month to their EBT card
What is a goal of the WINS program?
It is to promote self sufficiency through work by providing additional financial support to eligible working families to increase of states work participation rate (WPR)
Who is eligible for WINS?
They must meet the 200% FPL
non-assistance CalFresh household, (not receiving Cal works or tribal-TANF)
Must have household with eligible child/ren
Must be a parent or caretaker relative receiving Cal fresh aid, who is a Work eligible individual (WEI)
Must be working enough hours to meet the work participation requirements (WPR)
Who are not considered work eligible individuals (WEI)?
A minor parent, and not the head of household
A non-citizen who is ineligible to receive assistance due to immigration status
What are the requirements for a work participation rate (WPR)?
A single parent caretaker relative household working 20+ hours per week with a child under the age of six or
working 30 hours plus per week with a child six and older
Or a two parent caretaker relative household working 35+ hours per week
Can parents share their hours regarding WPR?
Yes, parents may share their hours.
Example would be one parent work 20 hours and the other parent worked 15 hours that would equal 35 hours
When a household member gives us pay stubs, but not how many hours a week they work how do you calculate their hours for WINS?
You divide the gross income amount from the paychecks and use the state minimum wage plus $.50 to determine the hours. Worked to see if they qualify for WINS.
What if a person is self-employed? But does not provide hours work how do you calculate hours to see if they qualify for WINS?
You use the federal minimum wage to calculate their hours to see if they qualify for WINS
What if the household makes a mid-period solely to receive the WINS benefit?

If the household voluntarily shares that their hours have fallen below the federal requirement than the WINS benefit must be to discontinued mid-period.
When is the WINS benefit issued
The WINS benefit is issued between the 20th and the 24th of each month
How would the WINS benefits be issued based upon when the application was approved?
If the application was approved before the 20th of the month, the benefit would be issued between the 20th and the 24th of the month
If the application was approved after the 24th it would be issued the day right after example approved on January 25 then the WINS would be issued on January 26
What form would be issued for approval, denial, or termination of WINS benefits?
The form would be WINS1239. It is not required at initial application. A verbal notification of the net denial is sufficient along with case comments regarding the communication to the client.
When working on CalWINS website and putting in applicants information and the applicant does not give the hours they work weekly are we to calculate the hours they work to see if they qualify for WINS?
Yes, yes yes yes must calculate either using paystub’s and state minimum wage plus $.50 or if self-employed using the federal minimum wage per hour to determine hours worked, and she place into CalWIN system.
