He was a local warlord in Babylon. He was, Tiglath-Pileser made a special note “a king of the sea land who had not submitted to any of the kings, my fathers, and had not kissed their feet.” But now he swore allegiance, and brought lovely presents as tribute.

This is the three walled city, the shortest a good fifteen feet high and the other two ascending progressively higher that belonged to Tiglath-Pileser.

He is the king of Urartu, he went east to make an alliance with the Mada and Parsua tribes against Assyria.

The capital kingdom of the Armanean kingdom is called Damascus. They were strong enough to beat the Assyrians, but not the other way around.
Urartu
It is the name of of the mountain peoples who were forced to organize themselves into a coalition. They borrowed the Assyrian script for inscriptions, and the Assyrian royal customs for their own.
