Primary - is a rapid but thorough search to determine the loc of victims; performed either before or during fire suppression ops.
secondary - slow, thorough search to ensure that no occupants were missed during the primary search; conducted after the fire is under control
purposes for the marking system?

- To keep track of where crews are if they go missing
