These slaves remained enslaved, Lincoln did not want to tempt the border states into joining the union
The proclamation was a decisive political manoeuvre
Made sure Britain and France would support the south
British public opposed to slavery, proclamation made it impossible for the British government to support the south

Meant supporting slavery
