- offenders with drug/ alcohol addictions, homeless, unemployed, few qualifications are more likely to reoffend
- marxism, not surprising that unemployed offenders are more likely to reoffend as they have little chance of meeting their needs if they’re solely surviving on benefits
- right realism, states prison works as offenders are rational actors and fear of being jailed acts as a deterrent, however not true as there are high rates of reoffending which right realism fails to explain

- critics say government may find they are not free to express their opinions and are at risk of being locked up forever or worse
- eg Turkey, arbitrary killing, blocking websites, torture (abuse power as they think they’re above the law)
- freedom from arbitrary arrest and freedom from detention without trial are important protections for individual against state of power

- lack of money (prisoners earn little and only receive £46 discharge grant), lack of job, homelessness (1 in 9 prisoners have no settled accommodations to go to upon release lose entitle to housing benefit if in prison for more than 13 weeks)
- 15% cut in no of prison officers
- community sentences- 1)inadequate support for complex needs, 2) inadequate supervision by probation services, 3) failing to meet targets
