Terrorist incidents are divided into 5 basic categories

Consider altering staging location if
Threat address is address of false alarms in recent past.
Indications for immediate withdrawal at detonated devices
Numerous deceased, blistering on victims, seizure activity, acrid odors
First engine at detonated devices stage
close enough to deploy attack line to affect rescue or mitigate immediate life hazards
Size up at detonated device shall include
number of survivors, and magnitude of damage
Rapid evacuation of hot zone begins
outer perimeter and working inward
Triage at detonated device
500 ft. away, uphill, upwind
Primary objective of First Engine at detonated device
rapid evacuation/removal of all survivors from hot zone
No entry into hot zone will be made if
determined no surviving casualties
Treatment of casualties in hot zone of any diabolic intent

Consider HazMat upgrade and Bomb Squad response (Tampa Bomb Squad, Hillsborough County)
IC will ensure the following are accomplished by non-fire agencies
- Bomb squad for detection
- crime scene secured
- search for secondary device
- ingress/egress being maintained
- structural engineers check remaining structures
- procure heavy equipment to support search and rescue
Unless confirmed other wise, explosions are
