Early implementation of Unified Command
Primary concerns of CBRNE incident
life safety, entrapement, hazard mitigation, S&R, fire suppression, decon and ALS
Confirmation of nuclear, biological, or chemical presence may have needs beyond local capabilities
withdraw from scene, deny entry, and allow incident to run its course.
Code B stand-by
At station or other safe location 500 ft. from initial reported incident in all directions
At no time will fire rescue providers
assist in searching, examining, or transporting any explosive device
Distance from scene for radio/phone comms for Car Bomb
1500 ft. ( greater for larger vehicles)
Distance for radio/phones on package bomb (1-25 lb)
1000 ft.
Distance for radio/phones on Pipe Bomb
500 ft.
Consider altering staging location if
Threat address is address of false alarms in recent past.
Indications for immediate withdrawal at detonated devices
Numerous deceased, blistering on victims, seizure activity, acrid odors
First engine at detonated devices stage
close enough to deploy attack line to affect rescue or mitigate immediate life hazards
Size up at detonated device shall include
number of survivors, and magnitude of damage
Rapid evacuation of hot zone begins
outer perimeter and working inward
Triage at detonated device
500 ft. away, uphill, upwind
