Q

Why did Hulme need the City Challenge?

A
  • Hulme went into decline as they built flats with poor insulation and expensive heating
  • Therefore, it was too expensive for low income residents to live there so they had to move out.
  • The housing act meant everyone had the right to claim benefits and live in council housing so the area became dominated by social housing
  • Rapidly increasing rates of drug addiction and crime- the council lost control which resulted in a black market
  • This created poor communities and slums - needed regeneration
