What is the Hulme City Challenge?
A
- In 1991, a joint venture between between Manchester City Council and AMEC called Hulme City Challenge lead design consultants to create a new concept for the regeneration of Hulme, which was part funded by the City Challenge initiative

Why did Hulme need the City Challenge?
A
- Hulme went into decline as they built flats with poor insulation and expensive heating
- Therefore, it was too expensive for low income residents to live there so they had to move out.
- The housing act meant everyone had the right to claim benefits and live in council housing so the area became dominated by social housing
- Rapidly increasing rates of drug addiction and crime- the council lost control which resulted in a black market
- This created poor communities and slums - needed regeneration

What did the scheme achieve/ do?
A
- 3000 new homes built with sufficient links to public transport -> allows for reestablishment
- Government gave funding to demolish crescent flats
- Local encouraged to help design the housing scheme -> appealing to all involved
- 40,000 houses improved

What were the failures of the scheme?
A
- Hulme is still relatively poor with 47.5% of the population still living in social housing
- Unemployment is still high
