Founded Suspicion of criminality.
May ask accusatory and pointed questions.
May request consent to search, consent must be voluntary.
If consent search conducted, offer person Contact Card with rank, name, shield and command.

Level 3- Terry Stop
Reasonable Suspicion person has committed, is committing or about to commit a crime (PL Felony or Misd).
Questions to elicit Probable Cause, may be accusatory and pointed.
May Frisk if you have Reasonable Suspicion before or during encounter that the person is armed and dangerous.
Get information for Stop Report. Provide explanation for Stop and offer What Is A Stop? tear-off card.

Prepare Stop Report for Level 3 stops only.
Request PS for refusal to ID
Prior to EOT, hand Stop Report and Activity Log to PS/Unit Supv

Patrol Supv
Sign Stop Report and give back to officer along with Activity Log
Complete Supervisory Action caption.
If no PS available, review will be DO

Ensure Stop Report is entered into database for next serial number within
48 hours from time of occurrence.
