The Neha report
A
The Nehru Report called for;
- Dominion Status for India; Meaning it would be independent, but would remain a part of the commonwealth.
- India to be a federation with a 2 chamber parliament.
- Not separate electorates for any community; minorities protected through a system of reserved seats.
- No state religion, men & women treated equally.
- Hindi be made the official state language.
- Ghandi Proposed a resolution saying that the British should be given one year to accept the recommendations of the Nehru report or a campaign of non-cooperation would begin and this resolution was passed.

Rejection
A
- Despite it being drawn up by an All Party Congress, muslims we’re outraged by the terms.
- It seemed that the Congress were turning on their agreements made in the Lucknow Pact.
- The All India Muslim Conference, rejected it, on January 21st 1929.

Jinnah’s Amendments
A
- Jinnah tried to save the report by making 4 changes;
1) 1/3 of the elected representatives of both the houses of the central legislature should be Muslims.
2) In the Punjab & Bengal, in the event of adult suffrage not being established, there should be reservations of seats for the Muslims based on population for 10 years.
3) Residuary powers should be left to the provinces and should it rest with the central legislature.
4) The NWFP, should have full provincial status. - The Congress failed to accept these changes
- Jinnah described this as “the parting of ways” & he would never try to reconcile Congress with the Muslim League.
