- In 1917 The Viceroy Of India(Lord Chelmsford) And The Secretary Of State(Lord Montagu) Carried Out A Fact Finding Tour In India, Consulting Many Local Leaders
- They Concluded That A System Of Government Must Be Introduced Which Would Give Some Responsibility To Elected Representatives
- So The Issued The Monatgu-Chelmsford Report
Montagu-Chelmsford Report
- It Proposed;
1) The Legislative Council Would Be Known As The Legislative Assembly;
• It Would Have 145 Members
• Out If The Those 103 Would Be Elected For 3 Years
• The Council Of State Would Have 60 Members(33 Elected)
• A Council Of Princes Was Set Up(108), However Many Didn’t Attend
• 3 Members Of The Executive Council Were To Be Indians
• Diarchy Was Introduced, Which Split Responsibilities
- The British Also Claimed That They Were Giving More Voting Rights To The Indians
Diarchy
- It Was A System, Which Divided Areas If Responsibility Into 2 Lists
1) Reserved Subjects;(Justice,Police, Revenue, Power Resources And Press Publications)
• These Subjects Were Controlled By The Provincial Governor And His Executive Council
2) Transferred Subjects;(Local Government, Education, Public Health, Public Works And Forests)
• These Were Entrusted To Ministers Of The Local Councils, As They Were Elected By The People, However The Ministers Were Nominated By The Viceroy Himself
