-both acknowledge the importance of cities and why states prevailed
both talk about the importance of capital and extracting money
-both talk about war

-tilly places bigger emphasis on war

Tilly’s argument is more convincing as he places a greater emphasis on war as he says, “War makes the state, and the state makes war”. This can be seen in the military revolution
