1) growth of the servie sector = decline in economic growth
- typically manufacturing easier to make effective and have continuous growth
2) maturation of government commitments
- covers a range of issues
- expansion of eligibility
3) maturing population
- pensions an expensive part of the welfare state and more people are needing them
people think globalisation due to causation with time that welfare state decline but it merely accompanied these changes
the welfare state is not being threatened no one wants to get rid of it

institutional stickiniess- path dependency its more expensive to change policy despite it being originally more effective + short term rules create short term plansand veto minorities may veto it even if majority want it
