By association he means make people aware of their nationality the people must be brought together and made aware of their shared roots, laws, language and culture

this cannot be done in one lifetime we must fouc on the phase that suits the time we live. for mazzini it was the harmonization of things not the joining of everything. for him it was the emancipation of the individual
