Scope
Guidelines for RIC at any incident where an IRIC or fully staffed RIC is established
RIC Responsibility
IC is responsible to implement RIC
IRIC Defenition
Initial Rapid Intervention Crew: min. Of 2 person crew that meets CAL-OSHAs 2in-2out regulations during interior structural firefighting
RIC Definition
Rapid Intervention Crew: Min of 4 person crew lead by CO that is designated to provide for safety, search and rescue of trapped or lost FF’s
RIC Group Supervisor Definition
A member assigned to the Command Post who is responsible for the management of RIC operations and assists IC in personnel accountability
IRIC Operations
Pulls a backup line to appropriate location
Initially reports to IC until reassigned
Generally, reports to Interior Div once RIC is established
RIC Pre-Deployment Operations
IC will:
Assign IRIC
Assign a RIC based on incident needs
Assigns RIC Group-Sup per policy 11.07
Informs RIC to report to RIC Grp-Sup once established
RIC Officer duties
*Obtains an update from IC on status of assigned personnel
*Sizes up structure and does a 360
*Ensures utilities are secured and updates IC once complete
*Coordinates with Div Supervisors while softening structure
*Ensures ground ladders are placed
*Ensures a “RIC Strip” is placed
*Monitors radio traffic to maintain personnel status and location
RIC members responsibilities
*Secure utilities
*Softens structure/mitigate hazards
*Secures/lights entry and egress route
*Place ground ladders
*Stages the “RIC Strip”
RIC Group Sup responsibilities
*Report to command post to assist with personnel accountability
*Contacts RIC officer and obtains CAN
*Ensures RIC resources are adequate
RIC Deployment Operations
IC responsibility
*Utilize MayDay checklist
*Clears all radio traffic/advises of MayDay in progress
*ID’s MayDay company/person
*Instructs use of GRABLIVES
*Add. resources and staging area
*Activates RIC operations
*Obtains CAN & PAR from units involved in the rescue
*Move non-rescue ops to second tactical channel
*PAR for all units who switch TACs
*Maintains fire suppression efforts
*Assign Med grp
*Support effort of RIC GRP SUP
RIC Group Sup Responsobilities
*Develop rescue plan based on IC info
*Manage RIC Ops at command post
*Remains in contact with MayDay ppl
*Request add’l resources from IC
*Confirm with IC of Med Gro
*Assign add’l companies to support
*Provides CAN to IC
RIC Officer Responsibilities for MayDay
*Report direct to RIC Grp Sup
*Receive info involving MayDay ppl
*Implements rescue plan/leads crew
*Provides CAN/PAR to RGS
*Coordinates efforts with other RIC officers if assigned
Post Rescue Operations
IC responsibilities
*Obtains PAR with all companies on fire ground
*Redefines incident priorities
*Ensure fresh crews are available
*Assign PIO
*Initiates Critical Incident Stress Debrief process
