1.04 Planning Policy

2.20 Progressive Discipline
Dealing with behaviors or actions that do not meet policy, procedure or standards
Goal is to improve employee performance
Progression: Counseling, oral reprimand, written reprimand, reduction in pay/suspension, demotion, termination
Conduct: Attendance, conduct, discrimination, intoxicants, performance, safety, security
Supervisors responsibility
2.07 Lactation Breaks
30 minutes or less during a 4 hour period
Milk shall be labeled and can be kept in the refrigerator not beyond the members shift
Purchasing Rules
> $100: requires BC approval
0-$5K: competitive bid at discretion of the department
$5k - $10k: competitive bid at discretion of purchasing agent
$10k - $45k: Minimum of 3 quotes
Blanket Purchase Order: used for products and services on a repetitive basis from a specific vendor
PO dollar amount: $1 - $55k dept. director or designee
Max single purchase for CC is $5k
2.19 Personnel Complaints
Informal: complaining party is satisfied that appropriate action has been taken
Formal: complaining party requests further investigation or department supervisor determines further action is warranted
Incomplete: complaining party refuses to cooperate or becomes unavailable. Further investigation may happen depending on the seriousness of the complaint
3.02 TeleStaff Procedure
Roster is monitored 7 days out
Company Officer has changes entered by 0815 for current shift
Finalizing the roster is done by the BC
3.03 Staffing Levels for Suppression
Hazmat: no less than 2 technicians
Support 6: 2 people - one qualified to drive and setup
35 total personnel on the floor daily
3.07 Recall
Recall: any personnel needs for the current operational shift
Planned need: personnel needs for future shifts
Current shift: 0800 to next day @0759
Exceptions: illness, injury, condition not fit for duty, childcare
Minimum staffing: 3 people on Engine/Truck and 2 on squad
3.12 Annual Leave
Entered 48hrs in advance
CO approves AL by 0800
4 consecutive shifts requires written proof by Dr

FMLA, CFRA, PDC not subject to: mandatories, Emergency recalls, Can’t work PX’s, Can’t work OT
3.08 Nepatism
Family member cannot be supervised by another family member
Family member cannot investigate another family member
Mandatory
Excused due to childcare or loss of money
Once they are excused he will be placed on the no mando list
If a person finds mando coverage, he will be placed on the no mando list and person covering the mando will get a credit
3.13 Family Illness
Up to 5 days per calendar year
For 56hr employees: 12hrs is equivalent to 1 day

Moderate: 1 engine type 1 or 3 plus 1 BC or ABC
Extreme: 2 engines type 1 or 3 plus 1 BC or ABC
BC will have CSC fill @1800 the day before
Consult the DC if the threat changes to down-staff the assignment
4.01 Accident, Damage, Injury, Illness “Purpose”
Document and report the event
Investigate to determine the cause
Provide a means for statistical analysis
Use statistics as a goal to reduce occurrences
Provide centralized record keeping and retention
Provide appropriate training goals to reduce occurrences
Provide timely report/replacement to affected items
4.02 Employee Injury/Illness
- Fill out Power Apps RM01, DWC1, HR does 5020
- CO notifies BC and BC will notify duty chief and HR(Amanda) in timely manner unless employee is transported to hospital or medical facility for treatment - then immediate notification
- Timely: before 1700hrs or at 0800 following day

4.03 Burn Injuries for Department Members
Follow REMSA protocol

Determine magnitude of near miss and potential consequences
Determine underlying factors that caused the event

Mutual aid initiated (2 or more units)

Incident loss of $100k or more

4.11 Traffic Collision
Report to appropriate investigating agency
Ensure involved parties are ok

4.07 Safety Alert System
Safety Warning: immediate threat to life or property requires immediate action
Safety Advisory: contains info about a situation or potential that can lead to injury or accident
Safety Bulletin: factual confirmation of serious accident, injury or fatality

5.03 Citizen Complaints and Concern
Gather name, contact info and nature of complaint
Use FD-ADM-401 and forward BC and then DC

Cal OSHA report submitted when an employee has suffered a serious injury, illness or death @ place of employment or connection with employment

Personnel shall strip engine of pre identified equipment and store at station if Type 1 engine is going in place of OES type 1

Immediate: serious injury/death of dept member, any incident with council member, EOC activation request, large scale evacuation, plane/train crash, commercial fire, major residential fire, major incident involving chemicals/explosion, natural or man made disaster, FD incident with death to the public, veg fire >1 acre or structure threat
9.04 Radio Comms
Tactical frequencies: request RVC tacs if we utilize all 4 of CFD tacs
VFIRE21 - mutual aid coordination, field unit to dispatch comms, travel, initial operations
VFIRE22-26 - tactical comms
Cal-Cord - multi discipline mutual aid coordination
ECC complaints will be handled by the on duty BC
Structure protection plan - if strike teams are deployed in our area, proffered comms assigned are OES white 2 + 3
10.10 Credit Cards
Rental vehicles approved by the incident will be obtained through the City’s account with Enterprise in coordination with BC
Obtain S# for reimbursable items
Purchases exceeding $100 need to be approved by BC
10.11 Recoding Devices
HIPPA and Privacy Laws - don’t record pt’s or other citizens without consent or knowledge
No personal use of recordings unless approved by the Fire Chief

Official documentation of recordings shall be submitted

Engine/Truck: If the truck has a tank and pump, it shall be used in place of an engine if its closest resource
Working structure fire: the second truck shall be added to the assignment in place on an engine if not already on the assignment
Hazmat: Needs at least 3 techs to respond mutual aid
