Tactical Response to Violent Incidents - Scope
- Any incident where a Tactical Rescue, such as an active shooter or bombing, has occurred where law
enforcement has responded, and force protection is required for rescuers.
Tactical Response to Violent Incidents - Declaration of a Tactical Response Incident
*Early recognition is paramount and should be declared when 1 of the following are present:
**Incident is dispatched as an Active Shooter or Tactical Response scenario
**Law Enforcement declares an incident is Active Shooter or Tactical Response
**It is determined by on scene resources or IC that the incident should be handled as a Tactical Response
Tactical Response to Violent Incidents - Scene Management
*All responding personnel shall respond in full tactical PPE
*Stage at a safe location
*Units not directly involved with force protection are not required to be in tactical PPE
*Personnel in the cold zone shall follow the MCI SOG
*IC enter into unified command
*Fire personnel shall not enter warm zone without tactical PPE and force protection
*Fire personnel shall not enter into hot zone ever
*Although CO is in charge of each RTF, law enforcement shall control direction regarding safety, concealment and safety
*RTF force protection shall stay with RTF at all times
Tactical Response to Violent Incidents - Resource ordering Guidelines
*1(trained and equipped) company to fill each RTF
*Ground ambulances and Fire Apparatus shall be ordered based on MCI SOG criteria
Tactical Response to Violent Incidents - Communications
*COR Primary: Command communications between IC and dispatch
*COR TAC: Tactical Comms between all units and personnel assigned to the Cold Zone as well as other Command Personnel assigned to the incident
*COR TAC: Specifically for MCI Comms. between Treatment Unit Leader, Med Com, Amb. Coordinator, and Patient Loading Coordinator
*COR TAC: Specifically for Tactical Comms between RTF’s & Rescue Group Supervisor
Tactical Response to Violent Incidents - Radio Cache
*Stored at station 2. Crew at Sta 2 shall grabbed the cache and deliver to IC. Used for agencies that do not use VHF.
Tactical Response to Violent Incidents - Positions and Responsibilities - IC
*Enters into Unified Command
*Accountability using ICS 204 – Assignment List (or equivalent)
* Incident Objectives understood and met
Tactical Response to Violent Incidents - Positions and Responsibilities - RGS
*Report to IC
*Coordinates with IC / LE to provide Force Protection (FP) to RTFs
*Coordinates Rescue Operations
*Establishes RTF Staging Area
*Establish Casualty Collection Points (CCP) in coordination with RTFs
*Coordinates movement of patients from CCPs to Cold Zone Treatment Area(s)
*Confirms the location of the Warm and Hot Zones
*Communicates Warm and Hot Zone locations and Entry Points
*Relays Hazards to RTFs
*Communicates with IC as necessary
*May employ a Rescue Group Assistant (RGA) as necessary
Tactical Response to Violent Incidents - Positions and Responsibilities - Rescue Task Force (RTF)
*Led by a FD Company Officer
*Reports to (RGS)
*Coordinates with Force Protection LE
*Consists of Fire (minimum 4 trained & equipped) and LE (minimum 3) personnel for Force Protection
**Must include a minimum of 1 Company Officer and 1 FD Paramedic
*Formed by RGS
*Assesses victims & performs only lifesaving treatment in accordance with Active Shooter Principles of CA
*Removes patients to CCP(s)
*May be required to oversee and treat at CCP(s)
*Identified by unit “RTF” plus Unit Number (i.e. - Engine 3 = “RTF 3”)
Tactical Response to Violent Incidents - Positions and Responsibilities - USAR
*Led by a FD Company Officer
*Reports to (RGS)
*Coordinates with Force Protection LE
*Consists of Fire (minimum 4 trained & equipped) and LE (minimum 3) personnel for Force Protection
**Must include a minimum of 1 Company Officer
*Formed by RGS from properly trained & equipped responding FD resources
*Typically assigned to forcible entry, ladder operations, extrication, and extraction
*Identified by unit “USAR” plus Unit Number (i.e. – Truck 1 = “USAR1”
