Scope of SOG
— Any building greater than 3 stories
— Any building that contains fire protection systems like those found in typical high rise
— Any building the IC determines High Rise SOG is applicable
Structure Fire - High Rise Responsibility
It is the responsibility of the IC to implement the High-Rise SOG
Structure Fire - High Rise Three Crew Rotation
— Three crews are required to maintain a single attack hose line in continuous operation. Crew ID:
— Fire attack: Actively operating hose line on a division
— On deck: located 1 floor below fire floor in the attack stairwell to relieve fire attack
— Standby: located on the staging floor ready to rotate into On Deck
Structure Fire - High Rise RIC
— Assigned to Operations
— Monitor the primary TAC & division TAC(s)
— Assemble in Staging at the RIC standby area
— General rule: 1 RIC per stairwell in use by FD personnel
— RIC designated by their Stairwell ID
— RIC will move injured FD personnel to staging
— Ground support will move injured FF from staging to Med Unit outside
Structure Fire - High Rise Evacuation Group
— Assigned to Operations
— Responsible for movement of evacuees to Safe Refuge Area in and outside of fire building
— Confirm location/ID of evacuation Stairwell(s)
— Coordinate ventilation of the Evac stairwell(s) with Vent Grp
— Coordinate evacuation message with systems
— Place FF’s in evac stairwells to assist evacuees
— Place FF’s at Safe reduce areas to monitor/control evacuees
Structure Fire - High Rise - First Alarm
1st arriving Engine Company
— Spot apparatus in a safe location near the entrance to the fire control room or annunciator panel
— Company officer provides a report on conditions
— Advise High-Rise SOG being impl.
— Pass command to 1st on BC
— Indication of working fire order a total of 3 alarms
— Request 2 additional TAC channels for a total of 4
— Entire company reports to fire control panel with Tool and Hose Strip
— Secure master keys and phones
— Leave passports in fire control room or annunciator panel
— CO determines fire attack stairwell and advises IC
— Proceed to fire attack stairwell
— CO becomes a Division Sup (designated by floor #); remainder of company initiates fire attack
Structure Fire - High Rise - 1st arriving BC- IC
— Reports to Lobby for check in
— Will receive a briefing from IC and assume command
— Previous IC will be re-assigned as Lobby
— IC establishes contact with Div. Sup and advises Command has been established
— IC obtains CAN from Div Sup
— IC confirms attack stairwell
—Confirms 4 TAC channels
—ICP: min. 200 ft from building, out of collapse zone, location beneficial for overall incident management
Structure Fire - High Rise - 2nd arriving Engine
— CO will establish command of 1st arriving BC is delayed
— Reports to Fire Control room with Hose and Tool strips
— 2nd arriving company establishes the Lobby and Systems control units
— Lobby maintains accountability of resources in lobby and systems
— Lobby will track movement of companies out of Lobby and their assignment
—Lobby will recall all elevators to the ground floor
Structure Fire - High Rise - 3rd arriving Engine - Water Supply/On-Deck
— Engineer connects to a water supply and then spots and deploys hose lines to each inlet of correct FDC
— Lines will be charged, Engineer stays at engine
— Remainder of company reports to Lobby for check-in with Tool/Hose strip
— Company then reports to Attack stairwell and assume On-Deck/IRIC
— On-Deck locates 1 floor below fire
— On-Deck check in with Div Sup once in On-Deck position
— Will deploy and charge secondary (backup) attack hose line
Structure Fire - High Rise - 1st Truck/Squad company - Ventilation Grp/Forcible Entry Grp
— Reports to Lobby for checkin with high rise Vent strip
— Will be assigned to Vent Grp
— Priorities
— 1st: Pressurize Attack stairwell
— 2nd: Pressurize Evac stairwell
— 3rd: Ventilation of fire floor
STAIRWELL PRESSURE IS PRIORITY
Structure Fire - High Rise - 4th arriving Engine Company - Standby
— Reports to Lobby for checkin with Tool/Hose strips
—Proceed to Attack Stairwell, assume standby position
— 2 floors below Fire Floor
— Checkin with Div Grp Sup
— Be ready to rotate to OnDeck
Structure Fire - High Rise - 5th arriving Engine Co - Staging
— Contacts IC on Primary TAC for assignment
— Reports to Lobby for checkin with tool/hose strip
— Establish and staff Staging minimum 2 floors below fire
—CO becomes Staging Area Manager
— Will maintain accountability of resources in staging
— Track movement of companies out of Staging and their assignment
Structure Fire - High Rise - 6th arriving Engine - RIC
— Assigned RIC
— Monitor Operations Tac and Div Tac
—Reports to Lobby with RIC strip
—Proceeds to staging floor
— CO becomes RIC Grp Sup, contacts Div Sup for an update
Structure Fire - High Rise - 1st arriving DC - IC
— Reports to ICP receives briefing
— Assumes command and 1st arriving BC becomes Operations Section Chief
Structure Fire - High Rise - 2nd arriving BC - Plans/Logistics
— Reports to ICP for checkin
— Receives briefing from IC and is assigned either Plans or Logistics
