Course of action government takes to address problem.
What is the definition of politics?
Interaction of people with government.
Who are policy makers?
Individuals that make choices to create public policy.
What is distributive policy?
All groups get benefits of policy.
What is redistributive policy? What is another name for this?
Policy that provides for one group and takes away from another.
Zero sum games
What is reverse distributive policy?
Policy that reduces benefits for all groups but still governs everyone.
What are the 8 steps of creating new policies?
- Making assumptions about an issue
- Setting the agenda
- Deciding to Act
- Deciding how much to do
- Choosing a solution
- Deciding who will deliver solution
- Passing a law and making regulations
- Running the program day to day
What are the 4 values that shape policy agenda?
Liberty, equality, individualism, and respect.
Why is it difficult to set the agenda?
Because politicians now are very partisan and makes it hard to focus on what issues are important to government as a whole.
What is think tank? What is it used for?
Nongovernmental organization that seeks to influence public policy through research and education.
Used to help make decisions about agenda.
What is the issue attention cycle?
Movement of public opinion toward public policy from initial enthusiasm to realization of barriers about a certain issue leading to a decline in interest.
What is incremental policy?
Small adjustments to current public policy.
What is punctuating policy?
Radical changes to public policy that occur after large amount of citizens demand action.
What two kinds of solutions can be produced in response to public policy issue?
