What is a project grant?
Project grants are grants given to states for a specific project and don’t allow much flexibility. They are restricted to a fixed time.
What is a formula grant?
It is a grant where criteria must be met in order for the grant to be given.
What is a categorical grant?
Categorical grants are for specific purposes and states must conform to these guidelines.
What is a block grant?
Money given out for general functions that states may spend as they please.
What are earmark grants?
Earmark grants are for specific projects in specific areas.
What do cross cutting and crossover requirements mean?
Essentially saying that states must enforce mandates or the National Government will pull away funding from states.
What does the National Government have that states don’t?
Military
What did the Reform Act of 1995 do?
Requires Congress to evaluate
impact of unfounded mandates and imposes mild constraints on Congress.
